The two groups are growing further apart, he said. Navon, who will retire when his five-year term ends next month, expressed his views in radio and tele- vision interviews on the oc- casion of Independence Day. He said he wondered why education had to be segre- gated from kindergarten on between religious and non- Arens Concerned by Syria JERUSALEM (JTA) — Defense Minister Moshe Arens contended last week that there is "cause for con- cern" that Syria might at- tack Israeli forces in Leba- non. He said this does not mean that war is imminent but that Israel has to be on guard on that front. Arens said Israel does not want hostilities with Syria but warned that Damascus has always been so hostile toward Israel that its policy could, with justification, be called "wild," especially as the Syrians may be embol- dened by the installation of Soviet SAM-5 anti-aircraft missiles on their soil. Arens made his remarks on a television interview, his first since taking office as defense minister six weeks ago. The former Is- raeli ambassador to Wash- ington castigated President Reagan for delaying the sale of 75 F-16 jet fighter- bombers to Israel until Is- rael pulls its forces out of Lebanon. "I'm afraid there is no precedent to such a statement in relations be- tween Israel and the United States during 35 years," Arens declared. "It never happened that an American President has said that the supply of aid to which the United States obligated itself is conditioned on conces- sions on policy. In that connection he urged greater stress on the development of Israel's domestic arms industry to reduce its dependence on American weaponry. Arens also denounced Reagan's recent promise to King Hussein that the U.S. would prevail upon Israel to freeze its settlement activities on the West Bank if Jordan joined the peace process. religious Jews. But he de- voted much of his address to ruling out a freeze on set- tlements on the West Bank as urged by President Re- agan. He claimed the set- tlements were not only legal but a vital element of Is- rael's security. David Azieli, chairman of the Canadian Zionist Fed- eration's Eastern Region, saluted the people of Israel and assured them of the unanimous support of of the Jewish community of Montreal. In Washington, some 1,000 persons attended a re- ception at the Israeli Em- bassy marking the 35th an- niversary of the indepen- dence of the Jewish state. Members of the Reagan Administration, Senators and Congressmen and representatives of the Washington area Jewish community were among the guests. The event was hosted by Acting Ambassador Benja- min Netanyahu and his wife, Fleur. Netanyahu is expected to stay on in Wash- ington as charge d'affaires, the number two spot at the embassy, when Meir Rosenne takes over as am- bassador sometime in mid-May. Rosenne was hosting his last Independence Day cel- ebration at the Israel Em- bassy in Paris where he has been the ambassador for four years. Meanwhile, Washington Mayor Marion Barry has sent an Independence Day greeting to his counterpart in the Israeli capital, Jerusalem Mayor Teddy Kollek. Albert Helmut Rauca, a_naturalized Cana- dian charged with the war- time murders of thousands of Jews in Lithuania, said last week they may appeal a ruling by the Ontario Sup- reme Court ordering his ex- tradition to West Germany to stand trial. The unanimous decision -upheld a lower court ruling that Rauca, 74, should be extradited to face trial on five indictments charging he murdered 11,864 Lithuanian Jews in a Nazi camp in Kauntas. Rauca came to Canada legally in 1950, became a citizen in 1956 and was arrested last June after witnesses iden- tified him as a former Nazi enforcer in Lithuania. The Ontario Supreme Court agreed that Rauca's constitutional rights, under Canada's new charter, would be violated by extrad- ition but held that the pros- ecution had succeeded in demonstrating that such a violation was justifiable in a democratic society on such charges.
