Friday, April 22, 1983 17 - THE DETROIT JEWISH NEWS Cabinet at Odds Over Israel Position in Lebanon Talks JERUSALEM (JTA) — Sharp differences of opinion over Israel's position in the negotiations with Lebanon surfaced at Tuesday's Cabinet meeting. One minister challenged the wisdom of Israel's de- mand that its ally, Maj. Saad Haddad, be made sup- reme commander of secu- rity forces in south Lebanon after the Israeli army pulls out. The Cabinet session, de- ferred from Sunday because of Memorial Day and Inde- pendence Day, also dis- cussed the bombing Monday of the U.S. Embassy in Be- irut. Foreign Minister Yit- zhak Shamir claimed that the bombing reinforced Israel's demands for satisfactory security ar- rangements because it proved more than ever the need for Israeli, Lebanese and U.S. coop- eration against ter- rorism. Cabinet Unofficial sources suggested that the U.S. had learned "the hard way" that Lebanon is still a country ruled by terror, a point the Israelis have been pushing in support of their security demands. Energy Minister Yitzhak Modai complained that the proposed security ar- rangements would not allow Israel to engage in "hot pursuit" of terrorists into Lebanon. Defense Minister Moshe Arens noted that Israel had no such arrangements to pur- sue terrorists who might penetrate from Jordan to Egypt. Premier Menahem Begin observed that Lebanon can- not be compared to Egypt or Jordan because it does not have a strong central ad- ministration or an army capable of preventing ter- rorist penetration. Former Defense Minis- ter Ariel Sharon wanted to know why Israel was not negotiating for the withdrawal of Syrian forces from Lebanese territory. He contended that Syria intends to re- tain control of several regions of Lebanon. Sharmir reviewed the latest tripartite negotia- tions between Israel, Leba- non and the U.S. in which U.S. special Ambassador Philip Habib participated. He seemed to back away from Israel's claim a few days ago that an agreement with Lebanon could be reached within two weeks. According to Shamir, even on those issues where agreements have been reached in principle, there was still room for much "phrasing work." He said the three main obstacles were the role of Haddad, the continued presence of the United Na- tions Interim Force in Lebanon (UNIFIL) and the powers and authority of Is- raeli liaison officers to the Lebanese army. The tripartite negotia- tions reQumed Tuesday at Natanya. Arens confirmed that Is- rael's insistence on a corn- manding role for its ally, Maj. Saad Haddad in Leba- non remains the principle obstacle to an agreement with Lebanon over the withdrawal of Israeli forces from that country. He said Israel will not waver from its demand that Haddad be placed in com- mand of a "territorial brigade" composed of his own 2,000-man Christian militia and Lebanese army regulars to control security in south Lebanon after Is- raeli forces are pulled out. The Lebanese govern- ment, backed by the U.S., has refused to assign Had- dad such a role although Be- irut reportedly is now will- ing to give him some degree of authority in the region. r -Israel Hosts U.S. Service Delegations TEL AVIV (JTA) — Two American armed forces delegations are now in Is- rael, studying the' lessons to be learned from the fighting in Lebanon, according to the newspaper Maariv. One delegation repre- sents the U.S. Air Force, and the other is made up of ground forces experts, the paper said. Other delega- tions and experts are scheduled in the coming weeks and months, the Is- raeli paper reported. The Defense Ministry has not confirmed the presence here of the American dele- gations. But an earlier re- fusal to allow such study missions, imposed by former Defense Minister Ariel Sharon as a sign of displeasure with the Ad- ministration's attitude towards Israel, has been overturned by his successor, Moshe Arens.
