Herzog; Lebanon
Unavoidable

Israel Presiden-Elect
Chaim Herzog believed the
Israeli activities in Lebanon
were unavoidable. UN
Correspondent David
Horowitz quotes him prior
to Herzog's election to the
Presidency:
"When this writer with a
small group of Jewish
editors visited Israel and
Lebanon last July, Mr. Her-
zog met with us . . . During
the question and answer
period your correspondent -_
asked the noted diplomat
this question:
" 'Mr. Herzog, you are a
military man of long stand-
ing, in view of the stalling
tactics of the PLO and in the
light of what's going on in
Washington, with time
moving on, and if negotia-
tions fail, what alternatives
do you'see?'
"The former UN Am-
bassador's reply came as
a surprise. 'There are
several alternatives,' he
said and named a few
under the stalemated cir-
cumstances, but then he
declared with strong em-
phasis. 'I was one of the
few who stuck his neck
out in the very beginning.
You don't stop, you either
finish straight away. You
don't approach Beirut
unless you finish the jog
... I was a lone voice.'
" 'What about a time
limit?' this writer inter-
jecttd. 'A time-limit is a
dangerous, thing,' he re-
plied."

French Jews Will Combat
Racism, Agency Leader Says

PARIS (JTA) — Theo
Klein, who was elected
president last month of the
Representative Council of
Major French Jewish
Organizations (CRIF),- said
CRIF will lead the fight
against racism in all its
forms.
Klein, addressing a press
conference here, said CRIF
should play an active role
against racism regardless of
what form this scourge
takes.
"Often in the past we, the
Jews, were the first on the
list of victims, but we know
from past experience that
even if we are not the initial
target, a racist campaign
will practically invariably
turn against the Jews as
well at one point or an-
other."
Klein was referring to
the campaign waged in

■11=111..

France against North Af-
rican workers during the
recent municipal cam-
Paign.
Klein, a 63-year-old at-
torney and former resis-
tance fighter, said he sees
nothing contradictory in the
fact that he held both
French and Israeli citizen-
ships.
"I was born French in an
Alsatian family which,
opted over 100 years ago,
when Alsatia was occupied
by the Prussians, for French.
nationality. I also felt that I
belong to Israel which is the
original homeland of all
Jews."
Klein said his dual na-
tionality will, on the con-
trary, "enable me to better
explain Israel's positions in
France and France's in Is-
rael. This, after all, is part of
my new responsibilities."
