Moshe Arens Urges Israel-U.S. Liaison for Troops in Beirut

TEL AVIV (JTA) — De-
fense Minister Moshe Arens
has urged the United States
to agree to a close liaison be-
tween Israeli and American
forces in the Beirut area to
avoid future misun-
derstandings and incidents.

Arens pressed that point
in a telephone call to De-
fense Secretary Caspar
Weinberger last Friday in
which he informed Wein-
berger that he has issued
strict orders to Israeli troops
to avoid confrontations with

claimed Sunday that Bar-
row's letter was written six
weeks ago and suggested
that it was released to the
press only last week by the
Pentagon to "balance" inci-
dents in which five marines
were wounded last week in
the Beirut area. According
to Maariv, the marines were
attacked by Palestinian ter-
rorists.
Meanwhile, two IDF offi-
cers have been killed and
eight Israeli soldiers have
been injured in separate in-
cidents in Lebanon since
last week.
The two officers were
killed last Wednesday
when their vehicle struck
a land mine on the
Beirut-Damascus high-
way near the town of
Kahhale. Israel forces
were searching the area,
an army spokesman said.
A second Israeli vehicle
was destroyed in the same
area by a rocket-propelled
grenade but no casualties
were reported.
Five Israeli soldiers were
wounded Tuesday when
they stepped on mines
buried in a dirt road leading
to an abandoned house in
the Shouf mountain area.
Officers on the spot said
they did not think the mines
had been laid by terrorists
to hurt Israeli soldiers, but
by the house owner trying to
defend his property from
pillage.
Also, a soldier was
slightly wounded and two
others treated for scratches
when Israeli troops south of
Beirut were fired on in two
separate incidents last Fri-
day.
The first incident, in
which the soldiers were
hurt, occured when a
jeep patrol was fired on
near Bahamdoun some
three miles southwest of
Beirut. Two hours later
small arms fire was di-
rected at an IDF
roadblock south of
Damour, but nobody was
hurt.
In a related incident, Is-
raeli soldiers used tear gas
and opened fire to quell a
stone-throwing demonstra-
tion by women and youths
in Sidon last week. A 20-
year-old woman was re-
ported wounded in the leg
and hospitalized and three
other women were reported
injured. Four persons were
detained on charges of incit-
ing to riot.
In Netanya, Israel, the
delegations of Israel, Leba-
non and the U.S. resumed
their negotiations this week
after a 10-day hiatus during
which the Israeli and
Lebanese foreign ministers
visited Washington for
separate meetings with
Secretary of State George
Shultz.
The talks are aimed at an
agreement for the with-
drawal of all foreign forces
from Lebanon, the security
of Israel's northern border
and future relations be-
tween Israel and Lebanon.
New American proposals,
dealing mainly with the se-
curity issues, were dis-
cussed by the Cabinet in

Jerusalem Sunday and re-
portedly accepted as a basis
for further negotiations.
According to sources in
Netanya, progress was
made on mutural rela-
tions but there was less
movement on security
matters.
Meanwhile, in Tel Aviv,
reports that the Israel De-
fense Force has issued arms
to Palestinians in southern
Lebanon to enable them to
protect themselves against
a possible attack by
Lebanese Christians were
denied by Israeli military
sources. The sources say
that such weapons have
neither been supplied nor
even requested.

They admit, however,
that many Palestinians,
especially those living in
the camps around Beirut
and in Tyre and Sidon, are
probably afraid of violence
against them on the part of
the Lebanese, particularly
the rightwing Phalangists.

Self-laudation abounds
among the unpolished, but
nothing can stamp a man
more sharply as ill-bred.
