Former President Jimmy
Carter's recent trip to- the

Middle East demonstrated
most clearly how its been all
downhill for him as a
statesman since the 1979

Camp David summit. Even
though he was not able to
meet with Yasir Arafat —
an "option that I would pur-
sue" according to Carter in a
magazine interview — his
actions and statements
made people wonder if he
was now getting his Middle
East advice from his
brother, Billy.
Carter did, however, meet
with PLO officials in Egypt
and also expressed the view
that Syria did not suffer
from undue Soviet influ-
ence. All this helped rein-
force a recent study which
rated the effectiveness of his

Presidency along with that
of Ulysses S. Grant. -
From the first day of his
four-yeAr term as Chief
Executive to the last, Car-
ter's obvious sincerity and
hard work failed to over-
come his other serious de-
ficiencies. Staffing errors, a
lack of understanding of the
Congress and an "out-
sider's" suspicion of Wash-
ington all contributed to
Carter's failed Presidency.
As far as Middle East
policy was concerned,
Carter's Camp David
achievement tended to
mask many serious blun-
ders. It is not surprising
that the head of an Ad-
ministration which is
sued the U.S.-Soviet Joint
Communique of October
1977, flip-flopped on a
key UN vote, sold F-15s to
the Saudis and refused to
label the. PLO as a ter-
rorist organization
should continue to have
such a negative impact.
It would be easy to dis-
miss the Carter trip, with
all of its negative implica-
tions, if not for the media
coverage it received, and
the obvious embarrassment
it must cause for Jewish
supporters of Walter Mon-
dale.

It is no secret to insiders
that during Carter's four
years Mondale was not only
imeornfortable with many of
his administration's actions
vis-a-vis Israel, but did go to
bat on a number of occasions
to try to give better balance
to a pro-Arab tilt generated
by the State Department
and Carter's National Secu-
rity Adviser, Zbigniew
Brzezinski.
However, it was always
an unequal battle since
Mondale had neither the
authority, responsibility, or
staffing to compete in the
foreign policy area. More
fundamentally, a Vice
President is xeally number
two — and no matter if he
tries harder —the nature of
the job demands toeing the
line even if you have to hold
your nose while doing so.
For friends of Israel in
the Democratic Party,
Carter's recent actions
and pronouncements
have strengthened their
resolve that unlike their
Presidential candidates
in 1972 (McGovern) and
1976 (Carter) they must
select someone more in
tune with the attitudes of
the mainstream of the
party.
This would include a de-
sire to strengthen the bonds
between Israel and the

United States, instead of ac-
centuating the negative —
as the current Administra-
tion is doing.

With machine gun rounds
and grenades directed at
the U.S. and other
peacekeeping forces in Be-
irut, it seems odd that the
U.S. Marine Commandant
and the Pentagon would
make public complaints
about alleged Israeli slights
and insults directed at the
Marines.
Can it really be that
"names" rather than "stick
and stones" can really hurt
them? Or is this just an-
other exercise in putting
public pressure on Israel by
casting it in a negative
light?
Beyond the immediate
issue of this exercise in pet-
tiness, the lack of coopera-
tion with Israel does noth-
ing to further U.S. military
and strategic interests in
the entire region. Instead of
relying on Israeli logistical
back-up, our Rapid De-
ployment Force will be
spending billions of dollars
to create unreliable support
systems where they do not
exist.
Meanwhile, the Ad-
ministration's freeze con-
tinues on F-16 deliveries
to Israel, the Memoran-
dum of Understanding,

the transfer of composite
technology for aircraft
construction, and the
sharing of Israeli infor-
mation gained in Leba-
non.

How all of this benefits
America's overall defense
position is more than a mys-
tery — it verges on the
tragic.

Conflicting Facts
JERUSALEM (ZINS)
— A study by the Israel De-
fense Ministry forecasts a
Jewish population of
500,000 in Judea and
Samaria by the year 2010.
An Interior Ministry study
forecasts a Jewish popula-
tion for the area of 250,000.
