troit Soviet Jewry Com-
mittee of the Jewish
Community Council. Fol-
lowing is a capsule ver-
sion of his repott.)
The 1,500 delegates re-
presenting 32 nations rose
as one in the Binyanei
Haooma, the great conven-
tion hall of Jerusalem. The
President of Israel, Yitzhak
Navon, came to the mic-
rophone. To the assembled
world dignitaries, he ut-
tered the Mishnaic dictum:
"Kol Yisrael Arevim Zeh
BaZeh — All Israel is re-
sponsible one for another."
Paris was to have been
the setting of the conference
last October, but when
President Mitterrand
stated that he would not re-
ceive the Israeli prime
minister, the meeting place
was necessarily changed.
Notables from all over the
world _came: Avital
Shcharansky, Josef Men-
delevich, Menachem Begin,
Shimon Peres and Abba
Eban, Simon Wiesenthal,
Gideon Hausner, Fr. Robert
Drinan, Sister Ann Gillen,
Jeane Kirkpatrick and
Simone Veil. Presidents of
universities were in evi-
dence and Bayard Rustin

of Likud joined the Labor
opposition in rejecing the
measure which had the
support of Premier
Menahem Begin.
Action on the bill, which
has been a source of bitter
controversy for years, was
pressed by the Agudat Is-
rael Party, a member of Be-
gin's coalition. Although
Begin promised he would do
all he could to ensure its
passage, Liberal Party MKs
were released from party
discipline and allowed to
vote freely on the issue.

Semitism and oppression
have intensified. Jewish
historians who visited Mos-
cow were staggered by the
amount of anti-Jewish lit-
erature. Pogroms are jus-
tified.
- More than 320 Moscow
Jews have gone through
secret classes in Hebrew
and Jewish identity dur-
ing the past four years.
They buy a cow collec-
tively now and slaughter
-it according to Halakha.
The old questions con-
tinue to nag: Do we help or
hinder with our demonstra-
tions in:the free world? Irina
Brailovsky the wife of the
imprisoned Victor
Brailovsky, told recent vis-
itors, "If you stop your noise
I suspect we shall end up
hanging from the trees."
Has the fact that
many Russian Jews have
chosen to go to American
rather than to Israel caused
the stoppage of immigra-
tion? Here, the debate in-
tensified. There is no doubt
that this manifestation has
harmed the cause, that not
enough has been done to in-



sure immigration to Israel
from the Soviet Union. But
it was President Navon,
himself, who gave the
watchword: "We have to get
the Jews out."
, From the various plenum
sessions, several conclu-
sions over concerns evolved:
the problem of Soviet Jewry
is strongly tied to the state
of Soviet-American rela-
tions; we have to keep the
issue high through demon-
stration, sophisticated use
of the media — especially
TV — and constant and
creative programming; we
must involve our non-
Jewish friends who see this
as a humanitarian issue;
and we must work to bring
Jewish cultural materials
to the USSR. .
A center to prepare legal
briefs on cases of violations
of human rights around the
world is to be established as
a result of this convention.

'Tourism Focus
of Israel Body

JERUSALEM (JTA). —
, The Public Committee for
the Promotion of Tourism,
disconcerted by the fact less
than 20 percent of Western
Jews have ever' visited Is-
rael, is discussing means to
remedy that situation.
Minister of Tourism Av-
raham Sharir prdposed that
a Diaspora parade be held in
Jerusalem overseas.
For that purpose, the
ministry is forming a spe-
cial department for the
promotion of Jewish
tourism to Israel.

Presentation of the Award will be made by Av-
raham Harman, Chancellor of T he Hebrew Uni-
versity of Jerusalem
