Born in Chicago and raised in Cleveland Heights, Ohio, Rosenberg was graduated with a BS degree in economics from the Wharton' School of Fi- nance at the University of Pennsylvania in 1942. He entered the United States Navy, serving as a lieuten- ant. In 1948, he went to Israel as adviser to its navy and served as chief of communi- cations and electronics with the rank of lieutenant col- onel until 1952.
