WASHINGTON — While Israel is constantly made to appear intransigent, Saudi Arabia continues to get the kid-glove treatment from the Reagan Administra- tion. To be fair, of course, the Administration is only following the practice of its predecessors in speaking softly when it comes to the Saudis. At the same time, President Reagan has been using every opportunity to declare that there is an urgency in getting the foreign troops out of Leba- non, not only Israeli, but Syrian and Palestine Liber- ation Organization forces; and the President continues to stress his commitment to his Sept. 1 Middle East peace initiative. The Saudis were counted on to be help- ful in both of these. Yet there is a growing suspicion that Lebanon's, and the Reagan Adminis- tration's opposition to a peace treaty with Israel is due more to the objection of Saudi Arabia than any- thing else. Every expert on Saudi Arabia, including those favorable to it, has main- tained that the Saudis pre- fer to sit on the sidelines rather than taken the lead in changing Arab policy. At the same time, the Saudis have demon- strated intransigence against any other Arab country moving that pol- icy away from rejection of Israel. The Arab League communique adopted at Fez last fall is nothing more than the Fand plan, proposed by the present king when he was crown prince. While the U.S. is already pouring millions into Leba- non the Saudis see no urgency to help their- fellow Arabs, even though they supported the PLO, the ter- rorist group responsible for Lebanon's present tragic state. The Saudis first want to see whether the outcome is one which they approve, which means one not favor- able to Israel. In fact, what are the Saudis doing now? They have reportedly refused to accept any imports from Lebanon because some of them may have originated in Israel.
