Administration Pampering 'Intransigent' Saudis

WASHINGTON — While
Israel is constantly made to
appear intransigent, Saudi
Arabia continues to get the
kid-glove treatment from
the Reagan Administra-
tion. To be fair, of course,
the Administration is only
following the practice of its
predecessors in speaking
softly when it comes to the
Saudis.
At the same time,
President Reagan has been
using every opportunity to
declare that there is an
urgency in getting the
foreign troops out of Leba-
non, not only Israeli, but
Syrian and Palestine Liber-
ation Organization forces;

and the President continues
to stress his commitment to
his Sept. 1 Middle East
peace initiative. The Saudis
were counted on to be help-
ful in both of these.
Yet there is a growing
suspicion that Lebanon's,
and the Reagan Adminis-
tration's opposition to a
peace treaty with Israel is
due more to the objection of
Saudi Arabia than any-
thing else. Many here be-
lieve King Hussein of Jor-
dan, whose participation in
the autonomy talks is the
key to the Reagan initia-
tive, would be on his way to
the negotiating table if it
were not for fear of Saudi
opposition and thus a cut off
in much needed Saudi aid to

It is about time that the
Administration realizes
that the Saudis are not
going to play the moderate
role which the U.S. has set
for the desert kingdom.
Every expert on Saudi
Arabia, including those
favorable to it, has main-
tained that the Saudis pre-
fer to sit on the sidelines
rather than taken the lead
in changing Arab policy.
At the same time, the
Saudis have demon-
strated intransigence
against any other Arab
country moving that pol-
icy away from rejection
of Israel. The Arab
League communique
adopted at Fez last fall is
nothing more than the
Fand plan, proposed by
the present king when he
was crown prince. It
stipulates that Israel ac-
cept Arab demands,
many of them completely
unacceptable, in return
for which there is a vague
suggestion of Arab ac-
ceptance of Israel's exist-

area in 1967, four Arab col-
leges have opened with
8,000 students.

Anwar Sadat went to
Jerusalem.
But the Administration
continues to maintain
that the Saudis are the
"moderate" hope of its
Mideast policy. Secretary
of State George Shultz
was especially strong in
expressing this view dur-
ing his recent public ap-
pearances.
While the U.S. is already
pouring millions into Leba-
non the Saudis see no
urgency to help their- fellow
Arabs, even though they
supported the PLO, the ter-
rorist group responsible for
Lebanon's present tragic
state. The Saudis first want
to see whether the outcome
is one which they approve,
which means one not favor-
able to Israel.
In fact, what are the
Saudis doing now? They
have reportedly refused to
accept any imports from
Lebanon because some of
them may have originated
in Israel. Thus they are add-
ing to the already heavy fi-
nancial problems of Leba-
