He said the government would continue to promote massive Jewish settlement in the territory where un- rest among the Arab popu- lation continued today. Arens made no reference to his orders to dismantle a settlement hear Hebron set up illegally several weeks ago by followers of Rabbi Meir .Kahane's extremist Kach movement. The site was surrounded by Israeli troops Monday and the settlers reportedly were evacuated without incident. But none of the structures were demolished. The De- fense Ministry was reported to be negotiating with lead- ers of the religious township of Kiryat Arba, adjacent to Hebron for a compromise that would allow some of the Kach settlers to join exist- ing legal settlements in the area. Last week, Israeli secu- rity forces arrested two Arab high school stu- dents in Hebron after Jewish settlers allegedly entered the school at gunpoint in pursuit of youths they claimed had stoned one of their ve- hicles on the road out- side. The incident, involving Jewish settlers from Car- mel, near Hebron, was the second in which settlers entered the school to con- front .alleged attackers and warn the student body against future rock throw- ing. Ron Schechner, chair- man of the Hebron Jewish Mountain Regional Coun- cil, said the settlers had no choice but to act as they did. According to Mohammad Rumi, principal of the school, the settlers entered the class rooms at gunpoint and ordered all students to assemble in the yard where they searched for the al- leged attackers. Rumi said he had no control over What happened outside the school but could not tolerate settlers breaking into the classes. He demanded that the security forces act to prevent a repetition. Similar rock-throwing incidents occurred in Nab- lus and Ramallah where students attacked security forces with stones. Accord- ing to Israeli sources, the at- tacks are the work of ex- tremist agitators who want to create disorder on the West Bank for political rea- sons. But other Israeli ob- servers say the recent harassment of Arabs by Jewish settlers in the Heb- ron region was a contribut- ing factor. Last week, shots were fired at Arab houses near Kiryat Arba. A booby-trap bomb was planted outside a mosque in the center of Hebron. The police are hold- ing several Jewish suspects but have not pressed charges. It is better to be a rich tennant than a poor land- lord. Cordial Relations WASHINGTRON (ZINS) — Former Israeli Ambas- sador Moshe Arens was greeted warmly by his Sy- rian counterpart in Wash- ington late last year during an appearance on ABC-TV. Earlier in the year, the Syrian ambassador, Rafik Jouejati, refused to greet Arens or even appear in the studio during a similar pro- gram. The cure for boredom is curiosity.
