Dr. Mandelbaum said that while Israel's foreign debt is high ($19 billion), most are long-term obliga- tions. In addition, he said, Israel's credit rating with the international banking community is extremely good. Israel Explored Phalangist Ties Before State Formed JERUSALEM (JTA) — A. study by a Hebrew Univer- sity graduate student has produced documents related to attempts by Jewish lead- ers in Palestine to establish friendly ties with the Chris- tian Phalangist party in Lebanon before and after the state of Israel was founded. The student, Yaron Dan, found a report by Alexander Lutzki of the Jewish Agen- cy's Arabic department who visited Beirut in the sum- mer of 1947 to establish con- tacts with various per- sonalities. These included Pierre Gemayel, founder and leader of the Phalangist party who is the father of President Amin Gemayel of Lebanon and of the late Bashir Gemayel, assassi- nated last September shortly before he was to take office as president. Lutzki's report to David Ben-Gurion, chairman of the Jewish Agency, recom- mended that the Phalan- gists should be taken into consideration as a possible ally. Ben-Gurion dismissed Gemayel as a man of "very littlb political wisdom." WASHINGTON Newsweek magazine re- ported this week that Israeli intelligence prevented an attack by Christian Phalangists on a Palesti- nian refugee camp near Sidon and warned that the Phalange" were eager to purge Beirut of remaining Palestinians. Newsweek claims the Mossad report was part of the 10-page secret annex to the official Israeli report on the Beirut massacre. The Mossad report was addi- tional evidence, according to Newsweek, that Israeli officials should have ex- pected bloodshed in the Be- irut camps. He said Rabibi showed more openness than Gemayel and hinted that bribing the editors of Lebanese Chris- tian newspapers could ad- vance the Jewish cause. According to Dan, rela- tions with the Phalangists continued into the early 1950s. Lutzki served later in the Foreign Ministry. His last post was as Israel's Ambassador to the Domini- can Republic where he died seven years ago in a road accident.
