Many Hats in the Ring for Israel's Presidency

TEL AVIV — There is no
doubt, that the present
President of Israel Yitzhak
Navon, who is very popular,
would have been re-elected
to a second five-year term.
When he announced that he
would not be a candidate for
re-election, he certainly did
not imagine that there
would be large numbers of
candidates for . the
presidency.
Not only does a great
majority of the Jewish popu-
lation in Israel regret the
departure of President Na-
von, but also the Arab popu-
lation, which appreciated
Navon's positive attitude
toward its problems. Navon,

Foreign Minister Svenn
Stray of Norway said here
last week that if Palestine
Liberation Organization
chairman Yasir Arafat
were to visit Norway he
(Stray) would not meet with
him. The Scandinavian
media reported that the
PLO chief will vist the area
later this month.
At a press conference
winding up his four-day
visit to Israel, Stray said he
thought it unlikely that
Arafat would come to Nor-
way, though there was a
possibility of his visiting
Sweden.
The PLO chief does have
an invitation from the oppo-

sition Socialist Party to
visit Oslo, but if he accepts
it, said Stray "I would not
meet with him because
far as I know the PLO has
not denounced its former
terrorist activities. I would
consider (meeting Arafat) if
he would admit that his
former terrorist activities
were wrong and undertake
not to carry out such activi-
ties any more."

Interior Dr. Josef Burg
was mentioned as a most
eligible candidate, but
National Religious Party
leaders are worried
about Dr. Burg leaving
the party and Minister
for Education Zevulun
Hammer being his suc-
cessor. Dr. Burg declared
that if both Likud and
Labor would support his
nomination he would
agree to accept it.
But complications began.
The Labor Alignment de-
cided to put forward its own
candidate, Knesset member
Shlomo Hilel, and if there
were no prospects to secure
his election it would support
the candidacy of a former
Labor member, the Mayor
of Beersheva Eliahu Nawi.
Vice Prime Minister
Simha Erlich of the Liberal
Party was mentioned as a
candidate. Erlich, who
underwent open heart
surgery in the U.S. did not
even know that he was
proposed as a candidate.
The same thing happened to
Moshe Arens, who is now
serving as Defense Minis-
ter.
Some Liberal leaders put
forward the name of the
chairman of the World
Zionist Organization, Arye
Dulzin, also without his
knowledge.
When Cabinet member
Mordecai Ben-Porat heard
that he was mentioned, he
said that this was very flat-
tering and a great honor,
but nobody had spoken to
him about it.
The mayor of Dimona,
Jaques Amir, surprised
everybody when he pro-
posed former chairman
of the European Parlia-
ment Mrs. Simone Veil
for the presidency. Mrs.
Veil reacted that she was
a French citizen and
could not accept the pro-
posal. The high office was
offered years to Prof. Al-
bert Einstein, but she is
no Einstein, she said.
In the meantime, there
are many rumors about
President Navon's future. It
is believed that after finish-
ing his term as president on
May 5 he will turn to writ-
ing. But if there are early
Knesset elections, he might

who speaks Arabic fluently,
used to visit Arab cities and
villages and was on good
terms with Arab leaders.
The names of no less than
22 candidates for president
have been mentioned in the
Israeli newspapers, includ-
ing 10 professors. Some did
not even know that they
were in the "race" and one
commented that it was a
shame that there was such
an attitude toward the office
of the president.
The whole matter de-
veloped into a kind of "stock
exchange." Knesset
members do not even talk
to the mentioned candi-
dates. They put forward
names and some are mak-
ing publicity for them-
selves.
One Knesset member,
Roni Milo (Likud), has
proposed abolishing the
presidency, but Navon
said this would be a grave
mistake.
The question was raised
whether the new president
must be a Sephardi again.
Several parties put forward
Sephardi candidates, like
Knesset member Shlomo
Hilel, Cabinet member
Mordehai Ben-Porat, the
Mayor of Beersheva
Eliyahu Nawi, Prof. David
Danon of the Weizmann In-
stitute and a former
member of the IZL.
President Navon is
strictly opposed to this ten-
dency. He declared that he
would have refused the
presidency if he was elected
because he is a Sephardi
Jew and not because of his
qualities. But the tendency
to propose Sephardi candi-
dates continues.
Other candidates men-
tioned are: Prof. Efraim Or-
bach (who refuses to be a
candidate), Prof. Avner
Shaki, Prof. Binjamin Ak-
zin, Prof. David Danon,
Prof. Yigael Yadin, Prof.
Daniel Carmi, Prof. Josef
Nedava, Prof. Yehoshua
Klinghofer and Dr. Josef
Shave (who was mentioned
as a candidate five years
ago). All of them expressed
their dissatisfaction that
their names were published
without anyone even asking
them if they wanted the
position.

erations for Israel, as a
party directly involved in
the conflict, might be differ-
