Barbie was informed that the charges fall within the category of "crimes against humanity" which are not protected by a sta- tute of limitations. The 69-year-old former SS officer, once known as the "butcher of Lyon" will not be charged with the murder of French resistance leader Jean Moulin. That constitutes a "war crime" which cannot be prosecuted after a time lapse of 20 years. Barbie, who found haven in Bolivia shortly after World War II, was expelled from that coun- try earlier last month and turned over to French authorities who brought him to-Lyon to stand trial. His court-appointed lawyer, Etienne de la Ser- vette, who was present when the charges were read, said Barbie seemed "surprised" by the accusa- tion that he ordered the ar- rest and deportation of 52 Jewish children. But the prisoner was acquainted with the seven other charges, his attorney said. He is charged by the Dutch authorities with the depor- tation of 400 Jews from Amsterdam to their deaths in Nazi concentration camps. In Toronto, Michel Cojot, a former executive in one of France's most prestigious banking establishments, has revealed that in 1975 he had the opportunity to kill Klaus Barbie during a meeting in La Paz, Bolivia. Cojot, born Goldberg, says in his book, war criminal had visited several American cities. According to the New York Times, Robert G. Wil- son, who described himself as a former jewel thief and safecracker, said that when he went to steal gems in Bolivia in 1971, he became "an intimate" of Bolivian of- ficials and Barbie. Wilson said Barbie told of trips he made to the U.S. in connection with a Bolivian shipping con- cern. In Bonn, meanwhile, German newspapers re- ported that Chancellor Helmut Kohl and his chal- lenger in next week's elec- tion, Hans-Jochen Vogel, had both belonged to the Hitler Youth. "Namesake," recently published by Yale, that he resolved to track down Barbie because during his days as the gestapo chief, Barbie had been responsible for the death of Goldberg's fa- ther and many other French resistance fight- ers. In 1975, disguised as a French journalist, Goldberg arrived in La Paz and pro- ceded to interview Barbie. In a related development, a Canadian convict who said he became a confidant and biographer of Barbie reported that the accused Israeli Arab 'Extremists' Accused of Causing Discord JERUSALEM (JTA) — Premier Menahem Begin's adviser on Arab affairs ac- cused "extremist elements" among Israel's Arab popu- lation of using a controversy over Arab lands in Galilee to foment discord. The adviser, Binyamin Gur-Arye, spoke in re- sponse to a protest demon- stration in the Arab town of Shfaram Saturday. The Arabs asked the Interior Ministry to rescind the transfer of some 40,000 acres of Arab-owned land to the jurisdiction of Misgav, a new regional council. In an Army Radio inter- view, Gur-Arye claimed that the measure was taken for planning purposes and did not involve a change of ownership. "There is no in- tention to confiscate any land," he said. He promised the krab villages in Galilee suffi- cient land to develop for the next 25 years and suggested that those who felt they were wronged should take their case to the appeals committee of the Interior Ministry.
