But Israel is highly skeptical of Syria's intention to pull its forces out of Lebanon and has con- veyed its doubts to the U.S. There were indications of Israeli flexibility with re- spect to its future presence in Lebanon. It is no longer talking of early warning stations in south Lebanon manned by Israeli troops but rather of observation posts after all foreign forces have withdrawn from the country. On the other hand, no progress has been made toward normalization of re- lations between Lebanon and Israel. The Israelis in- sist on full normalization immediately whereas the Lebanese say this must be a gradual process. Shamir told the Cabinet that according to his information, Syria does not intend to pull out of Lebanon. He said he raised the issue when he met with U.S. special envoys Philip Habib and Morris Draper in Herzliya last Friday. Is- rael demands hard evi- dence of a Syrian com- mitment to withdrawal, Shamir said and Habib is going to Damascus this week to try to get it. (The State Department said last week that it was "not true" that Habib has set April 3 as the target date for withdrawal of all foreign forces from Lebanon. But department spokesman John Hughes said the U.S. continues to view with a sense of "urgency" the need for a complete pull-out of Is- raeli, Syrian and PLO forces.) On Tuesday, the dele- gates of Israel, Lebanon and the U.S. held their 17th round of talks in an atmos- phere of contentiousness in Natanya. The session opened with a sharp attack by David Kimche, head of the Israeli negotiating team, who ac- cused the Lebanese of try- ing to "get the U.S." to exert pressure on Israel. Turning to the Lebanese delegation, headed by Antoine Fatale, Kimche ex- pressed his country's "anger and frustration" over reports from Beirut accusing Israel of delay- ing any agreement. Fatale replied in a con- ciliatory tone. He said the accusations Kimche com-‘ plained about appeared in the Lebanese press and did not reflect official govern- ment thinking in Beirut. Kimche then turned on the American delegation, demanding to know "what is being done to get the Sy- rians out" of Lebanon. The Americans remained silent even after Kimche repeated his question. Fatale re- marked that he thought the Syrians would indeed with- draw from Lebanon. The meeting broke up into subcommittees for con- tinuing discussions of de- tails on military matters and bilateral relations be- tween Israel and Lebanon. .
