He noted that the U.S. left the International Tele- graphic Union conference in Nairobi last summer, from which Israel was barred and that it made it clear that it would leave the UN Gen- eral Assembly last fall and take its contributions with it. After that warning, at- tempts to bar Israel from the General Assembly rapidly evaporated. Shultz noted at the same time, however, that the UN makes a "positive contribu- tion" to the international community although, he said, at times it is "very easy to get exasperated with the UN." He recalled that when he became Secretary of State last summer "I suggested we ought to have a cease fire from the UN on resolutions about Lebanon because we spent more time coping with these resolutions than we did working on the problem itself." Shultz revealed that the PEARL Knesset OKs Moshe Arens JERUSALEM (JTA) — The Knesset voted 61-51 Wednesday to approve the appointment of Moshe Arens as Minister of De- fense, succeeding Ariel Sharon who was forced to resign. Arens, Israel's Am- bassador to the U.S., is ex- pected to return from Wash- ington immediately. The debate Wednesday focussed less on Arens than on the man he will replace. Labor Alignment MK Haim Bar-Lev warned that the Likud government would live to regret its decision to allow Sharon to remain in the Cabinet and on two key committees — the Ministe- rial Defense Committee and the Steering Committee for Negotiations with Lebanon.
