L.A. Letter Reveals Fading ,
Chinese Jewish Community

INDIANAPOLIS — A
glimpse of the last vestiges
of Jewish life in China was
offered through a letter in
the Los Angeles Times writ-
ten by Murray Gendell, the
Jewish Post and Opinion
reported.
Gendell, a U.S. Army offi-
cer stationed in Kunming
during World War. II, de-
scribed the city's High Holi-
day services of 1945 in his
letter.

When notice was received
that a Jewish chaplain
would arrive to conduct
services, Gendell related,
all Jews living in the area
were invited.
"Imagine our surprise
and delight," he wrote, "as
more than a dozen Chinese
Jews quietly walked into
the bamboo structure.
Through broken English,_
broken Chinese, Hebrew,
Yiddish and sign language,
we learned that their ances-
tors had come to China
many centuries ago as trad-
ers" and that "there was
much assimilation through
custom and intermarriage."

friend-of-the-court brief
filed in the U.S. Supreme
Court, the American Jewish
Congress contends the prac-
tice of the Nebraska State
legislature of having a
chaplain of a single faith
open each day's session with
a prayer violates the Con-
stitution's "Establishment
Clause" which requires the
separation of church and
state.
The current chaplain, the
Reverand Robert E. Palmer,
a Presbyterian minister,
has been serving in the
same post since 1965, re-
ceiving a salary of approx-
imately $300 a month for
his services.
In addition, according to
the AJCongress' Commis-
sion on Law and Social Ac-
tion, the original violation
was compounded by the
Nebraska legislature's
practice in 1975, 1978 and
1979 of printing Chaplain
Palmer's invocations at
state expense and distribut-
ing copies to all members of
the body and the public.

firmative
action
guidelines for Pennsylvania
government agencies now
specifically forbid the use of
racial quotas as the result of
a settlement agreement be-
tween the Pennsylvania
Bureau of Affirmative Ac-
tion and a former state em-
ployee.
The new guidelines also
spell out the state's
affirmative-action policies
in greater detail than prev-
ious policy statements did.
The Philadelphia Chap-
ter of the American Jewish
Committee, in conjunction
with the Polish American
Affairs Council, had filed a
friend-of-the-court brief on
behalf of the former state
employee, a white woman
who contended that she had
been passed over for promo-
tion, been furloughed, and
suffered other discriminat-
ory treatment as a result of
the BAA's affirmative ac-
tion policies.
