JERUSALEM (JTA) —
The government coalition
easily defeated two Knesset
no-confidence motions on
social policies. The vote was
60-51 on Monday.
The motions were pre-
sented by the Labor Align-
ment and the Hadash
(Communist) party on the
basis of surveys showing
that poverty has increased
in Israel under the Likud-
led government. According
to the surveys, published by
the National Insurance In-
stitute, more than 300,000
Israelis live below the pov-
erty line.
These include 70,000
children and 155,000 el-
derly persons. The poverty
line is defined by a monthly
income of 16,000 Shekels
($450) for a family of four.

A Breakthrough

TEL Aviv (ZINS) — Al-
though recognizing that
only modest agreements
have been achieved with
Zaire, the Israeli newspaper
Hatzofe labels the recent
contacts between Zaire and
Israel as an "Israeli break-
through in the African con-
tinent."

Israel Has Low
Divorce Rate

JERUSALEM (ZINS) —
The notion that there is a
veritable epidemic of di-
vorces in Israel — emula-
tive of the American scene
— is not supported by the
facts, according to Haaretz.
Quoting data from the
Central Statistical Bureau,
the newspaper gives the fol-
lowing specifics:
In the year 1951 there
were 1.7 divorces per 1,000
of population; in 1955 the
rate was 1.2 per 1,000 resi-
dents. During the 1960s the
divorce rate declined to 0.9.
In 1976 the rate was
again 1.2 and in 1980 it
was 1.1 per 1,000 popula-
tion.
Israel has one of the low-
est divorce rates, and is fifth
in that category after Italy,
Venezuela, Iraq and
Tunisia.
According to Prof. Yona-
tan Peres of Hebrew Uni-
versity, one of the signific-
ant reasons for the low di-
vorce rate is the history of
Israel's wars and military
reserve service which miti-
gate against the break-up of
families.
