Saudi Newspaper Publishes
List of Palestinian Negotiators
JERUSALEM (JTA) —
Mayor Elias Freij, of
Bethlehem, and Rashad
A-Shawa, the deposed
Mayor of Gaza, both indi-
cated Tuesday that they
would be willing to be mem-
bers of a joint Palestinian-
Jordanian. delegation to
engage in peace talks with
Israel.
Their names were among
a half dozen Palestians
mentioned by _the Saudi
Arabian newspaper Ar-
Raya as proposed members
of a joint delegation. Freij
and A-Shawa said they wel-
comed the idea but could not
vouch for the accuracy of the
newspaper report.
The others mentioned
were Anwar Al-Khatib, the
former Governor of
Jerusalem when it was
under Jordanian rule;
Jamil Sabry Khalaf, Mayor
of Jericho; Fand Kawasme,
the former Mayor of Hebron
who was deported by the Is-
raeli authorities; and Hik-
mat Al Masri, of Nablus, a
former Speaker of the Jor-
danian parliament.
None of these men can
be identified as a member
of the Palestine Libera-
tion Organization. But
Jaundice. Cancels Brit Mila
NEW YORK — Even
though physicians may tell
parents that infants suffer-
ing from certain types of
jaundice can be circum-
cised, rabbinic commen-
tators rule "quite clearly
that a child should not be
circumcised when signs of
jaundice are present," ac-
cording to Dr. J. David
Bleich of Yeshiva Univer-
sity._
In a recently published
article, Dr. Bleich noted
that jaundice rather com-
monly appears in newborn
infants between the second
and fifth day following
birth.
Jaundice is a yellowish
discoloration of tissue and
body fluids, caused by the
presence of serum bilirubin,
a pigment produced primar-
ily by the breakdown of
hemoglobin in red blood
cells. This hemoglobin is
usually transformed by
liver enzymes into a water
soluble form and then ex-
creted in the urine; but, in
some newborn infants, this
process is limited by the
immaturity of the enzyme
system.
Jewish law categori-
cally demands post-
ponement of circumci-
sion if any form of jaun-
dice _ is manifest. Dr.
Bleich suggests that this
rule reflects the possibil-
ity that jaundice in new-
born infants is caused by
a serious disorder of the
liver or another organ,
and has been mis-
diagnosed by the physi-
cian.

way between Bethlehem

who charged that the gov-
ernment was taking money
away from public housing
projects and investing it in
West Bank settlements.

Ar-Raya reported yester-
day that Arafat has agreed
to such participation to
overcome Israel's refusal to
negotiate with the PLO. But
PLO radicals issued a
statement this week con-
demning President
Reagan's Middle East in-
itiative and the Arafat-
Hussein dialogue. This
indicates a split within the
PLO and casts doubt on
Arafat's ability to honor any
commitment toward peace
talks.
