Russian Jew Is Rearrested;
UN Asked for Shcharansky Aid

NEW YORK (JTA) —
Simon Shnirman, a 25-
year-old Soviet Jew who
served 2 1/2 years in a labor
camp for alleged draft eva-
sion, was rearrested on Jan.
12 on similar charges, the
National Conference on
Soviet Jewry reported. If
tried and convicted Shnir-
man faces up to five years in
a labor camp.
Shnirman, who resides in
the small Ukrainian town of
Kerch, applied to emigrate
to Israel in 1977, to join his
father, but was denied per-
mission on the pretext that
"he did not work long
enough to pay for money in-
vested by the state in his
studies."
When called to serve in
the army, he refused on the
basis of his pending emigra-
tion application.
On June 27, 1978, he
was tried and sentenced
to 21/2 years in a labor
camp. During that time
he worked with common
criminals and was sin-
gled out by camp
authorities for special
punishment — non-
delivery of mail and food
parcels and denial of vis-
its from his mother. After
serving his term Shnir-
man was released on
Nov. 29, 1980.

Shnirman and his mother
live day-to-day, waiting for
permission to join his father
and sister in Israel.
His application to emi-
grate was officially refused
just a week before this latest
action, the National Con-
ference stated. Shnirman is
now the second former
Jewish prisoner under ar-
rest. Iosif Begun, who
served two sentences in
exile, is being held in a
prison in the city of Vla-
dimir.
Meanwhile, President
Yitzhak Navon of Israel re-
ported at the conclusion of
an 11-day visit to the
United States that UN Sec-
retary General Javier Perez
de Cuellar had assured him
that he would do all he can
to intervene with the Soviet
authorities on behalf of im-
prisoned Soviet Jewish ac-
tivist Anatoly
Shcharansky.
The Israel President
explained that
Shcharansky, who has
been on a hunger strike
for the past three months,
was recently denied a
visit from his 77-year-old
mother Ida Milgrom who
had travelled to the Chis-
tipol Prison where he
remains interned.
Navon said that his re-
quest on behalf of
Shcharansky, that he re-
ceive mail and visits from
relatives, was a simple
humanitarian request with
no political implications.
In Paris, Shcharansky's
wife appealed to President
Francois Mitterrand to
intervene "to try and stop in
time this tragedy: this mur-
der."
Avital Shcharansky said
that according to the latest
reports from Moscow her
husband, who has been on a
hunger strike since Sept.
27, is rapidly losing his last
remaining strength and is
now on the verge of death.
The French Committee
for Anatoly Shcharans-
ky's Liberation an-
nounced that they have
asked to meet Soviet Re-
search Minister Vladimir
Martchuk who is on an
official visit in France.
They want to ask him to
transmit a message to
Soviet Communist Party
leader Yuri Andropov
calling for the Soviet
Jewish refusnik's im-
mediate release.
Shcharansky is currently
serving a 13-year prison
sentence on charges of
treason and espionage.
(In New York, the Stu-
dent Struggle for Soviet
Jewry and Union of Coun-
cils for Soviet Jews reported
that the commandant of
Chistipol prison told Mrs.
Milgrom and her other son,
Leonid, that Anatoly was
being force fed every three
days. Both Mrs. Milgrom
and Leonid had received
written authorization to
visit Anatoly on Jan. 4, the
first time in a year. But
when they reached the
prison, some 500 miles from

refused to let them see him,
the two Soviet Jewry groups
said.)
