E Bolivia Seeks Extradition PARIS (JTA) — The Boli- vian public prosecutor, Hernando Acha Siles, has asked the Supreme Court to extradite Klaus Altmann, who as Klaus Barbie was known as the "butcher of Lyon" during the Nazi oc- cupation of France, to West Germany, according to French radio reports from La Paz. Acha Siles told the court that West Germany had demanded his extradition for war crimes and genocide and that the extradition re- quest should be honored be- cause the two countries have an extradition treaty. AJCommittee Race-Relations Project in Miami TEL AVIV (ZINS) — Is- rael's Interior Ministry be- lieves that more Jews left the Galilee in 1982 than immigrated there. A spokesman said this is the first time this has happened since Israel was founded in 1948. Observers believe that there are more incentives for industry to locate in Judea and Samaria, caus- ing the aliya decline in the Galilee. The Jewish population of the Galilee is estimated to have increased by 19,000 in 1981, compared to 20,000 in 1979. The Arab population of the area increased 17,000 in 1981, compared to 8,100 in 1979. The Bolivian Supreme Court has rejected France's demand, arguing that the two countries have no mutual extradition treaty.
