The panel, meeting behind closed doors, heard attor- neys for six of the nine wit- nesses who had been warned last November that they "might be harmed" if certain conclusions were drawn on the basis of their original testimony. Since the warning was is- sued, six of the nine senior TEL AVIV (JTA) — A special appeals committee recently set up by the Israel army has recommended the release of 150 Palestinian prisoners of the 5,400 de- tained for the past eight months at Ansar camp in south Lebanon. Army sources said some of the detainees have al- ready been turned over to the International Red Cross for return to their homes. The appeals committee so far has heard the cases of only 1,100 detainees. Leah Tzemel, a Jerusalem lawyer who fre- quently defends members of the Palestine Liberation Organization, charged that the army established the appeals committee only under international pres- sure and just a day before the Israel Supreme Court was to hear an appeal against the Ansar deten- tions last November, six months after the war in Lebanon started. The army's chief mill- taryprosecutor, Gen. Dov Shefi, said the committee was established at the army's initiative without outside pressure. The commission was set up under the Fourth Geneva Convention governing the treatment of civilians in war zones. Israel contends that the detainees at Ansar are members of a terrorist organization which makes them neigher civilians nor soldiers. The PLO claims its men are soldiers and should be treated as prisoners of war. Israel insists that the dis- tinction is clear under the Geneva conventions. Soldiers wear recognizable uniforms and insignia and bear arms openly. PLO ter- rorists conceal their weapons and place bombs in supermarkets or buses and therefore cannot be recog- nized as soldiers, the Is- raelis say. Under the Geneva Con- ventions, soldiers cannot be interrogated. Civilians can be but must be allowed vis- its by relatives. The Pales- tinians charge they have been allowed no such visits. Strauss Award to Cynthia Ozick NEW YORK — Author Cynthia Ozick has been named a winner of the Mildred and Harold Strauss Livings Award given by the American Academy and In- stitute of Arts and Letters. The award includes a $35,000 tax-free grant given annually for a minimum of five years. Mr. Strauss, who died in 1975, was editor-in-chief of Alfred A. Knopf publishers. Miss Ozick's most recent work, "Levitation: Five Fic- tions," has been nominated for the 1983 fiction award by the National Book Cri- tics Circle. Vandals Daub German Graves BONN — Police are in- vestigating the desecration of 50 gravesites at a cemet- ery in Nuremberg last weekend. The vandals, possibly members of outlawed W. German neo-Nazi groups, painted headstones in the cemetery with swastikas and Nazi slogans.
