The Kol Yisrael broad- casts, purporting to be based on U.S. official sources, were bolstered by a Washington Post report which spoke of President Reagan's growing impa- tience with -Israel over Lebanon and intimated that envoy Philip Habib had brought a tough letter from Reagan to Begin. Spokesman Porat denied there was any such letter. Habib flew into Israel Tuesday and was resting in Tel Aviv Wednesday prior to his scheduled meeting 0 with Begin on Thursday. Porat flatly denied the suggestion that the U.S. was impatient with Is- rael's role in the Lebanon negotiations. He noted that the U.S. delegation had "drawn very, very close to Israel's starting position" during the talks so far, which center on drafting an agreed agenda for the talks. Meanwhile, Premier Begin chaired a meeting of - top ministers and officials in Jerusalem Wednesday to decide on Israel's response to the latest U.S. draft agenda proposal. Israeli sources after this meeting said that Israel would seek "certain changes" in the U.S. text when the negotiators reconvened in Kiryat Shmona on Thurs- day. But the overall intention appears to be to accept the U.S. draft in principle — if Lebanon accepts it too. On Monday, at Halde, the Lebanese rejected an earlier U.S. draft which Israel had also been prepared to accept in principle, with certain textual changes. - Midweek reports from Be- irut strongly indicated that this time the Lebanese were prepared to accept the American draft, and thus I . r • observers were anticipating something of a break- through at Kiryat Shmona, with the negotiators reach- ing an agreed agenda after six rounds of talks. On Tuesday, State De- partment spokesman John Hughes denied the reports that Begin's visit to the U.S. was linked to progress in the Lebanese negotiations. He also denied that Jordan's participation in any Middle East peace talks was linked to the Lebanon talks. Before leaving Wash- ington for Jerusalem, however, Habib said that lack of progress in the Lebanese talks had been "a disappointment for all of us." On Sunday, Sen. Charles Percy (R-I11.), chairman of the Senate Foreign Rela- tions Committee, said he backed Israel's position in the Lebanese talks that the withdrawal of Israeli forces from Lebanon should be ac- companied by "businesslike relations" between Israel and Lebanon. At the' same time, the French Foreign Ministry announced that resumption of Franco-Israeli negotia- tions on cultural ties does not change France's de- mand for an immediate withdrawal of Israeli forces from Lebanon.
