Defense Minister Ariel Sharon and Energy Minis- ter of Yitzhak Modai dis - sented and Minister of Sci- ence Yuval Ne'eman abstained. Sharon demanded an additional 5.5 billion shekels for the defense budget. Modai objected to the budget proposal on grounds that there was no coherent economic policy behind it.
