and the United States are at
loggerheads and are draw-
ing apart.
This is a view that has
been encouraged by the
statements of some Israeli
and American officials and
of course, the press.
But at a panel discussion
on "U.S. Influence in a
Changing Middle East"
during the American
Enterprise Institute's (AEI)
recent Public Policy Week,
this view was challenged by
Robert Tucker, a professor
of international relations at
Johns Hopkins University's
School of Advanced Inter-
national Studies (SAIS) in
Washington.
Noting that the Reagan
Administration has
taken a basically passive
attitude toward the ac-
tions of the government
of Israeli Premier
Menahem Begin, Tucker
said that Israel has not
been perceived in Wash-
ington as pursuing
policies which are seen as
"fatal to American inter-
ests.
"But, he added, "when
that point comes, and par-
ticularly if it involves oil,
you will see very different
behavior on the part of any
government, any govern-
ment, in Washington."
Tucker said that while
the Arab states attach sig-
nificance to the Palestinia_n
issue they did not see it as
"that significant" that they
would endanger American
and European interests in
the Persian Gulf.
On this point, there was
sharp disagreement from
Tucker's colleague at
SAIS, Fouad Ajami, who
is director of Middle East
studies at the school.
While saying that he
agreed that the Arabs do not
care about the Palestinians,

UNITED NATIONS
(JTA) — A new committee
composed of members of
anti-Israel non-
governmental organiza-
tions (NGO) at the United
Nations met here
publicly for the first time to
seek ways to outst Jewish
NGOs from the UN, it was
reported by Dr. Harris
Schoenberg, director of
Bnai Brith's UN office.
According to Schoenberg,
the new committee com-
prises members of the
Christian Peace Conference
headed by Dr. . Philip Oke;
the World Assembly of
Youth, headed by Ellen
Chrisman, two NGOs affil-
iated with the Soviet Union
and supported by it.
Schoenberg disclosed that
the campaign against' the
Jewish NGOs was launched
by Oke last month during a
meeting of the UN Special
Political Committee.
At that meeting, Oke
charged that Jewish
NGOs maintain close re-
lations with Israel de-
spite Israel's "sinister al-
liance with South Af-
rica."
Oke was supported by Ms.
Chrisman who accused the
Jewish NGOs of not only
supporting Israel and South
Africa but of also maintain-
ing "official chapters and
even headquarters in these
countries," in violation of
UN resolutions against
South Africa and Israel.
On Nov. 11, Oke and Ms.
Chrisman organized a new
NGO committee on the "in-
alienable rights of the
Palestinian people," and,
according to Schoenberg,
announced that its objective
is to mobilize "world-wide
popular support for the
Palestinian struggle"
against Israel.

In a statement issued last
week, Schoenberg accused
the new committee of serv-
ing the PLO "whose purpose
and principles are contrary
to those of the UN Charter."
He _also charged that the
attempt to deligitimize
Jewish NGOs "can only
prepare the ground for new
anti-Semitic violence of a
type all too familiar in
Prague (where the Oke-
Chrisman committee is
based) and other capitals of
Central and Eastern
Europe."
Decision Due on Ex-Nazi
TAMPA (JTA) — Pros-
ecution and defense attor-
neys have rested their cases
in the federal government's
effort to strip a former
mayor of the capital of
Lithuania of his American
citizenship on groundS' he
lied about his collaboration
with the Nazis when he
applied for citizenship.

in the non jury trial here of
Kazys Palciauskas, now a
75-year-old St. Petersburg
Beach resident. The U.S.
Justice Department
^'harged the defendant

illegally under the Dis-
placed Persons Act 33 years
ago by hiding his collabora-
tion with the Nazis during
the German occupation of
Kaunas. The trial began
Dec. 6.
After the attorneys com-
pleted their presentations,
Judge Morgan gave them
until Feb. 15 to submit writ-
ten arguments. It was indi-
cated Judge Morgan would
not rule until early in 1983
on whether Palciauskas
should be stripped of his
citizenship.

ders, AEI resident fellows.
