Jewish Leaders, Media Chastized for Lack of Responsibility

JERUSALEM — There is
a soldier praying at the
Western Wall, his
machinegun over his shoul-
der, writing a note and plac-
ing it in the crevice of the
wall, kissing the stones and
wiping a tear from his
cheek. The peace he is crav-
ing for has eluded his gen-
eration and the generation
before him — and a quesiton
mark looms in the shadows
for the generation to come.
There is a gruesome and
almost incredulous thought
that emerges from the inner
recesses of one's mind that
overwhelms the senses.
What Israel has won in war,
defending itself, will always
be contested. Other nations,

in wars of aggression, cap-
ture and annex vast ter-
ritories, but nobody cares —
or has cared over the years
and decades. But the dip-
lomsts have never permit-
ted Israel to enjoy the fruits
of its self-defensive vic-
tories, victories that have
been so costly to this small
nation.
So it was in 1948, and in
1956, and again in 1967 and
1973, and so it will be in
1982. The diplomats have
always found a way to turn
success into failure. In their
almost comic fright of the
Arabs, they will always
turn hypocrisy into self-
rightousness.
A walk through the city
evokes other thoughts,
from elation to disillu-
sionment, from adoration
to a bitter feeling ofdis-
appointment. This is a
troubled land, and it did
not need the massacre of
civilians in the west Be-
irut refugee camps to
bring the underlying
problems to the fore.
It seems as if 30 years of
statehood has not been long
enough for diplomats and
politicians to have de-
veloped a consciousness of
responsibility toward this
fledgling entity. It is as if
some people want to rend
asunder this precious sliver
of land. But this lack of con-
sciousness also grips those
who should know better.
Soul-searching and self-
flagellation can easily be
overdone. If they are not
exercised with restraint,
they can lead to demoraliza-
tion. If self-examination
does not encompass the
entire spectrum of foreign
and domestic affairs, it can-
not lead to rejuvenation. If
it is not applied with an eye
to the future, it can only
make a bad situation worse.
It all boils down to a ques-
tion of responsibility.
One searches for this re-
sponsibility in many quar-
ters. Some seek to make
political capital out of the
plight the country is in.
Others try to shake the con-
fidence in the country. And
everybody_ — repeat —
everybody talks too much.

Israel was the culprit in the
eyes of the Reagan Ad-
ministration and in the eyes
of others in Israel and
abroad.

tinues with the members
of the Knesset and it ends
with the journalists
pounding out copy non-
stop. The examples are
too many to recall. But a
few stand out as being
harmful — and unneces-
sary.
The cabinet rejected out
of hand President Reagan's
Middle East proposals. If
the cabinet ministers would
have waited a short while
pretending they were study-
ing the proposals, the Arabs
at their summit conference
in Fez, Morocco would have
been the first ones to reject
the President's initiative.
