The statement was issued by Zaire's Embassy in Paris last week less than 24 hours after Foreign Minister Yit- zhak Shamir of Israel con- cluded a state visit to Zaire as the guest of President Mobutu Sese Seko. Accord- ing to Israeli press reports, Israel and Zaire signed a number of agreements pro- viding for agricultural and military cooperation during Shamir's three-day visit. The Zairian statement, issued by Ambassador Mokolo Wa Npombo, said: "Establishing diplomatic ties with Israel does not change Zaire's recognition of Palestinian rights . . . Zaire does not intend to reorganize its armed forces by taking advantage of the misfortune (in war) of the PLO." Israeli press reports from Kinshasa said that Is- Beirut Inquiry Body Grants Extension JERUSALEM (JTA) — The Beirut inquiry has ex- tended by one week the 15-day deadline it gave to nine top officials to inform it whether they wish to reap- pear before it or exercise other rights flowing from their having been warned that they "may be harmed" by the commission's find- ings. The extension came, ac- cording to IDF radio, after requests from several of the nine on the -grounds that their attorneys were still studying the masses of material made available to them by the commission at To Cut Paperwork and Reduce Costs Get Management Information Desired New Microcomputers - Amazing Results 44. The strongly worded statement was issued, ac- cording to Zairian dip- lomats in Paris, on in- structions from "the highest authorities" in Kinshasa. According to French dip- lomatic sources, the state- ment was issued on Mobutu's orders to try to prevent a possible deter- ioration of Zaire's relations with the Arab states and France as a result of its closer ties with Israel. After President Francois Mitterrand's election in May, 1981, France wel- comed improved Israeli re- r • the Hebrew University building in Jerusalem where it sits. Another reason cited by army radio: several of the nine men had busi- ness abroad. This would seem to apply to defense minister Ariel Sharon, who is currently visiting Honduras and the U.S., and to Tat-Aluf Amos Yaron (the divisional commander in Beirut), who was on a UJA speak- ing tour when the nine warning letters were is- sued exactly a fortnight ago. The new deadline is now Dec. 22. Sources close to Premier Begin and Foreign Minister Shamir still say the two men will make do with explanatory letters to the commission and will not exercise their right to ap- pear again or cross-examine other witnesses. Meanwhile, the commis- sion of inquiry in to the massacre has cleared Maj. Saad Haddad and his Chris- tian militia of involvement in the mass killings of Palestinians at the Sabra and Shatila camps last Sep- tember. Israeli industrialists warned that the country faced heavy un- employment if the decline continued. A spokesman for the businessmen blamed the government's support for the shekel at an artificially high rate for "pricing us out of the market." They say the decline in exports began several months ago when the Bank of Israel began intervening in the foreign exchange market to slow the devalua- tion of the shekel. The Zaire statement was apparently issued both to soothe French worries and to appease the Arab world. `, t /.
