LONDON — A study of
the history and results of
the Luxembourg Agree-
ment has been published by
the World Jewish Congress'
Institute of Jewish Affairs
(IJA) in London.
The agreement, which
was enacted by Germany
last September, provides
partial reparation for mate-
rial damage incurred by
Jews during the National
Socialist Regime.
The author of the study,
Dr. Stephen Roth, em-
phasizes its far-reaching
significance. The study "es-
tablished the principle that
wrongs must be redressed
and that nobody, least of all
the perpetrator, is allowed
to benefit from crimes. This

ethical norm is of iMpor-
tance not only to the Jewish
people . . . but to all poten-
tial persecuted minorities
and groups, and thus to hu-
manity as a whole," accord-
ing to Dr. Roth.
The study assesses the re-
sults of the agreement. The
grand total of the compen-
sation program, which is
not yet concluded, is esti-
mated at 89.392 billion
marks (approximately $45
billion).

reports that, despite infla-
tion ; Israelis had an in-
crease in real purchasing
power of 14 percent in 1981.

Abdurezk Film
on Beirut Action
Cited by PLO

WASHINGTON — The
Palestine Liberation
Organization has cited a
film on the Israeli bombing
of Beirut produced and nar-
rated by former U.S. Sena-
tor James Abourezk as "the
best documentary on the
Middle East" at a documen-
tary film festival in East
Germany.
The film,. "Report from
Beirut: Summer of '82," was
awarded the festival's Hani
Yavnarieh prize, which was
sponsored by the PLO.
Abourezk is currently
chairman of the
American-Arab Anti-
Discrimination Committee
and a lobbyist for Arab
interests in Washington.
Saul Landau, the Emmy
Award-winning film
maker, volunteered to help
edit the film, work for which
he has been criticized by
various Jews in the Hol-
lywood community.

JERUSALEM (ZINS) —
Since Operation Peace for
Galilee occurred in Lebanon
last summer, more Israelis
say they are willing to con-
cede territory in Judea and
Samaria in exchange for a
peace treaty with Jordan.
The Modiin Ezrachi Re-
search Institute showed
40.9 percent of Israelis in
August would make the
concession, compared to
35.9 percent in June and
29.3 percent in May.
Nearly two-thirds of Is-
raelis oppose establishment
of a Palestinian state or
negotiating with the Pales-
tine Liberation Organiza-
tion.
