Shareholders Check Firms on Lobbying

program designed to ascer-
tain the extent of efforts by
23 corporations in lobbying
Congress on behalf of the
Reagan Administration for
last year's sale of the $8.5
billion AWACS arms pack-
age to Saudi Arabia, was
announced by the American
Jewish Congress.

president, pointed out that
lobbying by corporations on
behalf of policies it deter-
mines to be in its best inter-
ests are not illegal. He
suggested, however, that
actions on behalf of the cor-
poration taken without con-
sent of the boards of direc-
tors without notification to
its shareholders is "impro-
per."
According to Squadron,
the program, which will
work through shareholder's
resolutions asking man-
agement to report on the na-
ture and cost of the lobbying
efforts, seeks an agreement
"that they will not in the fu-
ture spend corporate funds
for efforts of this kind." This
reference, Squadron noted,
was for a possible Adminis-
tration effort to have corpo-
rations lobby on behalf of an
arms package sale for Jor-
dan, which is expected to be
introduced in the 98th Con-

The Reagan Administra-
tion stressed that the clash
between Israeli and
Lebanese troops at an east
Beirut checkpoint Wednes-
day morning demonstrates
the need for the rapid with-
drawal of all foreign troops
from Lebanon.
At the White House,
President Reagan was
quoted by his spokesman,
Larry Speakes, as saying
that one of the reasons it
was urgent "to move for-
ward" with the withdrawal
of troops as rapidly as possi-
ble was the danger of vio-
lent occurrences. Speakes
said Reagan will meet soon
with the two U.S. speciel
envoys to the Middle East,
Philip Habib and Morris
Draper, who returned to
Washington Tuesday night.

Wednesday morning, in-
cludint vice president
George Bush, Defense

The U.S. is reportedly
upset by the lack of progress
on the withdrawal of foreign
forces from Lebanon and is
blaming this oh Israel for
insisting that its negotia-
tions with Lebanon be held
in Jerusalem.
Romberg said Habib re-
