They also lost battles with local police. A Knesset motion charging police brutality in scuffles with El Al employees Tuesday night and Wednesday morning was stricken from the agenda. The angry demonstra- tions by airline workers fol- lowed the Tel Aviv Labor Court's rejection Tuesday of an appeal by Histadrut for a permanent restraining or- der. The National Labor Court in Jerusalem refused Wednesday to overturn the lower court's decision and ruled that a temporary in- junction issued last week pending the labor appeal will expire today. The El Al shareholders will then be free to petition in District Court for a liquidation order and the appointment of a re- ceiver. Two El Al workers and two policemen were hurt in Tuesday night demon- strations outside the Herzliya home of El Al Board Chairman. Nahman Perl. Police and workers skirmished out- side the Abu Kebir Jail south of Tel Aviv Wed- nesday morning where 10 airline employees were being detained. There were no injuries. The workers called the police "Nazis" and chanted "Police State." In the Knesset, Labor MK Shoshana Arbeli-Almoslino charged that the police used excessive force to disperse the demonstrators. She blamed certain elements in the government for encouraging them to take a hard hand against El Al workers. Police conduct was also attacked by Laborite Jacque Amir and Com- munist MK Toufik Toubi. - The -fate of El Al was sealed last week when the shareholders, mainly gov- ernment proxies, voted to close the money-losing car- rier._ Histadrut and the workers accused them of bad faith on grounds that all of the airline workers, ex- cept the pilots, had agreed to stuff management terms in keep El Al flying. The pilots balked at demands that they work 16-hour shifts which they said would jeopardize aircraft safety. But some El Al pilots were back at work Wednes- day. The airline, which management grounded after a wildcat strike two months ago, resumed cargo flights to Europe, carrying fresh-cut flowers to West Germany. (JTA) — A resolution prop- osing action for the im- mediate reduction in- the size and deployment of the nuclear weapons arsenals of both the Unied States and the Soviet Union was adopted by the 1,200 dele- gates and guests attending the 84th anniversary na- tional convention of the Union of Orthodox Jewish Congregations of America (UOJCA) at the Atherican Great Gorge Hotel. Ambassador Moshe Arens of Israel told the con- vention that President Reagan's Sept. .1 peace in- itiative, which calls for a federation of the West Bank with Jordan, resulted from a "difference in Perception" between the U.S. and Israel. Declaring that Israel will not yield to pressure to give up Judea and Samaria, Arens said the Reagan Ad- ministration "does not understand the degree of risk that Israel is being asked to take" under the Reagan proposal. Julius Berman of Forest Hills, N.Y., was elected to a third term as president of the UOJCA. Israeli Soldier Dies of Wounds TEL AVIV (JTA) — Cpl. Amnon Dehan, who was in- jured in the explosion at the Israeli Army headquarters in Tyre Nov. 11, died of his wounds Monday the army announced. His death brought to 76 the number of Israeli fatalities in the explosion which caused the seven- story building to collapse. The dead were Israeli mili- tary and civilian personnel. In addition, 14 Arabs, Palestinians and Lebanese under detention, were also killed. Military- inves- tigators said the explosion was caused by a gas leak.
