Because of a gift from
Harry Docks, Sinai Hospi-
tal of Detroit is one of a
handful of Michigan hospi-
tals where potential stroke
victims can be evaluated by
state-of-the-art equipment
that increases diagnostic
capabilities.,
Recently, Docks gave the
hospital funds to purchase a
duplex imaging system and
then, more recently, gave
additional funds to pur-
chase an instrument to
make the equipment even
more effective.
The new ultrasound sys-
tem allows physicians to ac-
tually see and measure the
blood flow through the
carotid arteries, the vessels
that nourish the brain.
This system represents
the latest in a series of
gifts Docks has given the
hospital.
It's now practical to
closely follow patients at
risk for stroke, even before
signs of restricted blood flow
appear, so appropriate
treatment can begin as soon
as needed, Dr. Leonard J.
Hallen, director of Sinai's
peripheral vascular disease
clinic and laboratory ex-
plained.
Previously, the arteriog-
ram, or x-ray of the artery,
was the only diagnostic tool
available to identify pre-
stroke conditions. Because
the arteriogram carries a
small but real risk, and be-

cause it requires hospitali-
zation and can be costly, it
cannot be done on a routine
basis, as the ultrasound
tests can.
Dr. Hallen said the latest
gift does not replace the ar-
teriogram, which must be
used to refine the diagnosis
and plan appropriate
treatment, but rather, pro-
vides a noninvasive out-
patient way of better de-
termining which patients
need the x-rays. Those
patients whose ultrasound
results are negative will be
spared the procedure.
In the past, Docks - pre-
sented a metabolic testing
system to the hospital's car-
diovascular care and re-
search programs. This corn-
puterized system is used to
determine cardiac patients'
maximal oxygen consump-
tion during exercise, an
index of heart and lung fit-
ness. He has also given the
program exercise equip-
ment.

Envoy Claims
Franco-Israel
Business Down

PARIS (JTA) — Israel's
Ambassador to France,
Meir Rosenne, accused the
French government last
week of bringing Franco-
Israeli economic relations to
a virtual standstill since the
beginning of the war in
Lebanon last June.
He charged that decisions
taken at the meeting of the
Franco-Israeli joint eco-
nomic commission which
last met in April, have not
been implemented and the
French have attempted to
slow down all commercial
exchanges between the two
countries.
Addressing an Israel
Bond dinner, Rosenne cited
as examples of the economic
"freeze" the failure to sign
an agreement for mutual
investments, failure to
carry out joint projects in
Africa, failure to follow
through on exchanges of
scientific delegations and
cancellation of a planned
visit to Israel by the French
Minister of Tourism.
The Israeli envoy said
that despite those develop-
ments, trade between
France and Israel increased
by seven percent this year,
crediting private initiatives
for the increase.
