Israel Embassy Blast in Ecuador Kills 2

QUITO, Ecuador (JTA) —
The Israeli Embassy here
was rocked by a powerful
explosion Sunday morning
that left two people dead
and a third seriously
wounded.
According to eyewitness
reports, a young man
entered the four-story
building, in which the Is-
raeli Embassy occupies the
top floor, carrying a suit-
case. On the third floor, he
opened the suitcase and to
the astonishment of the
people who were in the cor-
ridor at the time, he lit sev-

offices.
Raising the alarm, they
scared the terrorist who
abandoned the suitcase and
ran downstairs and into the
street. In the ensuing panic
the Israeli diplomatic staff,
along with the employees of
several commercial offices,
escaped from the building.
Two Ecuadorian na-
tional civil policemen re-
trieved the smoking suit-
case on the third floor
and descended to the
lobby in an attempt to
throw it out into the
street. The high power
charge, smelling strongly
of sulfur, sxploded when
they were 15 feet from the
door.
Both policemen were kil-
led and a pedestrian seri-
ously injured.
Turkish Jews
More Secure
WASHINGTON — The
World Jewish Congress
ports that an assessment of
the human rights situation
in Turkey prepared for the
U.S. House of Representa-
tives says that the rights
and interests of the Jewish
community were being re-
spected by the Turkish
authorities and that its
position had become more
secure since the imposition
of martial law.
The Congressional report
was prepared by a staff
delegation of the Commis-
sion on Security and Coop-
eration in Europe earlier
this month. The staff dele-
gation had traveled to Tur-
key Aug. 22-29 as part of a
fact-finding mission to sev-
eral European countries in
preparation for the Fall
1982 session of the Madrid
review meeting of the Hel-
sinki Accords.
In seeking to investigate
the rights of religious and
ethnic minorities in Tur-
key, the delegation met
with representatives of the
Greek, Armenian and
Jewish minorities in Istan-
bul.
"On the whole," the
delegation noted, "it
gained the impression
that the rights and inter-
ests of these minorities
were being respected by
the Turkish authorities
and that, if anything, the
situation might have im-
proved slightly since the
imposition of martial
law."
The delegation reported
that representatives of all
the religious groups main-
tained- that their com-
munities enjoyed full free-
dom to practice their reli-
gion. The Greeks and Jews
stressed "there was no offi-
cial discrimination against
them," with representatives
of the Jewish community
emphasizing that they
enjoyed full human rights.
They also stressed that
"they felt more secure under
martial law than they had
before."
