The study was conducted
by Dr. Yehuda Eliram,
within the framework of his
doctoral dissertation in the
Hebrew University's School
of Education. A senior offi-
cer with the Israel Police,
Dr. Eliram grew up in a dis-
advantaged neighborhood
where he gained first-hand
knowledge of the problems
relating to juvenile delin-
quency.
In his study Dr. Eliram
discusses the causes and
prevention of law-breaking
among youthful offenders
who do not suffer from
psychological, psychotic or
neurotic disorders. Through
the application of certain
criminological and educa-
tional theories, Dr. Eliram
sought to examine several
topics: whether a proneness
to delinquency could be de-
tected among juveniles; how
young offenders differ from
others of their age; the dif-
ferences among juveniles
who commit different types
of offenses and how to
measure such differences;
and the means for diagnos-
ing and classifying prone-
ness to delinquency in order
to achieve better corrective
results.
Having defined the dif-
ferences between
juvenile delinquents and
non-delinquents, Dr.
Eliram believed that he
could, with the help of a
battery of tests, identify a
proness to delinquency
among juveniles, even if
they themselves were not
yet cognizant of such a
tendency. Moreover, .he
thought that through
these tests he could also
pinpoint the type of of-
fense (against property
or acts of violence)
toward whigh they would
tend.
Dr. Eliram selected 216
youths aged 9-14 from six
different population groups.
The six groups differed in
variables such as intelli-
gence, personal back-
ground, area of residence,
and "offensive behavior in-
tensity."
These youths underwent
a series of psychometric
tests devised by Dr. Eliram
especially for his study.
Adapted to the unique
characteristics of juvenile
delinquents (short atten-
tion span, poor reading abil-
ity, and the like), the tests
were designed to examine,
among other points, the sub-
jects' ability to overcome
frustrations and to delay
satisfaction, and to discover
the dominant need level in
their personality. By then
adding to his findings the
personal data for each
youth, Dr. Eliram was able

Peres justifies 25 kilomet-
ers.
to come up with a diagnostic
prediction for each subject.
What is needed, Dr.
Eliram concluded, is a sys-
tem of diagnosis and treat-
ment to take place in "shel-
ters" to which juvenile de-
linquents will be referred.
There, the youths can be
helped to correct the de-
ficiencies in their thought
processes and their be-
havior, and they can be in-
culcated with qualities
characteristic of non-
delinquent youths.
Dr. Eliram has recom-
mended a change in the
Israel Criminal Code,
whereby the police, in-
stead of opening a crimi-
nal file for a first offense
committed by a minor
(including serious
crimes) would refer the
offender for treatment to
a "diagnosing corrective
center" to be operated by
the National Probation
Service or by the com-
munity.
As Dr. Eliram notes in his
study, juvenile delinquency
is "one of the most talked
about and least dealt with
issues in, Israeli society."
Through the practical ap-
plication of his findings, Dr.
Eliram believes, Israel can
take a useful step toward ef-
fectively combating this so-
cial ill.
