Calling UN Pro-Arab Bluff

Disillusionment about
the United Nations has set
in early for the new Secre-
tary General. "We are par-
ticularly near to a new in-
ternational anarchy,"
Javier Perez de Cuellar of
Peru, the sixth man to hold
this challenging post, has
stated after only nine
months at the helm. He
finds many nations either
defying or ignoring this
badgered citadel, originally
dedicated to world peace.
His gloom is shared
widely. Recently, the Ad
Hoc Group on U.S. Policy
Toward the UN, in a 22-
page statement, criticized
the international institu-
tion for sometimes
heightening world tensions,
for repeated failures to "act
against, condemn or even
consider" certain threats to
peace. After careful
scrutiny of the records of the
dozen or so units making up
the UN, the committee said
it found discussions and ac-
tions "seriously corn-
promised by the injection of
extraneous issues" and
went on to advise Washing-
ton to be prepared ta act
alone.
A study by the UN Insti-
tute for Training and Re-
search echoed some of these
ominous conclusions. This
study was based on re-
sponses to questionnaires
from 1,016 diplomats on UN
missions.
Are there many Ameri-
cans then who disagree
with our government's
action or cutting or
threatening to cut con-
tributions to UN units
like the International
Atomic Energy Agency
and the International
Telecommunications
Plenipotentiary Confer-
ence that make veiled or
clear moves to ostracize
Israel? Fortunately, the
State Department has at
hand a resolution with
strong bipartisan sup-
port that calls upon the
U.S. to withdraw support
for the UN General As-
sembly if Israel is expel-
led.
Secretary of State George
P. Shultz has made it clear

that any, such outrageous
and discriminatory selec-
tive vote will result not only
in an American walk-out by
an end to U.S. funding. The
U.S. supplies 25 percent of
the UN budget. By contrast
the 89-nation bloc fiercely
and unabashedly trying to
oust Israel pays only 1.18
percent.
Had it not been for the
impressive display of Is-
rael's fighting power in
Lebanon and for the recent
Arab regrouping at Fez, the
Third World - USSR - Arab
forces in the UN would
probably have not rested
until they won a vote to
expel Israel. Actually, no
provisions exist in the UN
Charter for expelling a
member; but that technical-
ity doesn't bother Israel's
foes.

Recall for a moment the
mounting pile of anti-Israel
UN actions over the past
seven years. Perhaps the
ugliest was that of 1975 —
passage of a resolution
branding Zionism as a form
of racism. That spurious
and brutal resolve was reit-
erated at the UN Women's
Decade Conference, a set of
meetings destined to run
until 1985.
On the record are a
General Assembly vote
rebuking the U.S. for
supporting Israel; con-
stant demands for Israel
to withdraw from all
territory occupied since
1967, thus bypassing Se-
curity Council Resolu-
tion 242; publication of a
UN-inspired letter brand-
ing Israel as "not a
peace-loving nation."
Along with this record,
which can easily be ex-
panded, note the bonuses
favoring the Arabs — the
institution of a Special Unit
On Palestinian Rights; dis-
closure that the UNRWA
has been used by the PLO
for military courses for 781
students over two years;
UNESCO'S heightened
favoritism for PLO causes,
including a UNESCO board
condemnation of Israel's ac-
tivities in Lebanon with no
mention of Christian
Lebanese behavior in the
refugee camps, the sites of
