Assistant Secretary of
State for Near East and
South Asian Affairs, who
remained in the
Lebanese capital to over-
see the departure of
Palestinian and Syrian
forces from west Beirut.
Cashdan was also the
first witness to appear be-
fore the panel armed with
copious notes and records in
connection with the mas-
sacres. He was one of the
few witnesses to answer
each question straightfor-
wardly and not to claim he
had forgotten any detail.

Menahem Begin's military
secretary, who told the
commission he had received
no reports from the Foreign
Ministry on Friday, Sept. 17
of "irregularities" at the
refugee camps.

he was not home and could
not have received a call
from Bar-On.

ported Begin's statement
to the commission two
weeks ago that he had
first learned of the mas-
sacre from a BBC broad-
cast late Saturday, Sept.
18.
Bar-On had testified that
he received a report from
the American Charge d'Af-
faires in Beirut of trouble at
the hospitals in the refugee
camps and of the presence of
Israeli soldiers in the
streets of west Beirut. He
said he had telephoned
Nevo about those reports.

contended that Defense
Minister Ariel Shaon did
not have - retroactive ap-
proval of the cabinet when
he allowed the Christian
Phalangists to enter the
Sabra and Shatila camps.

to Aid Former
NY Synagogue

NEW YORK — The city's
Landmarks Preservation
Commission, seeking a way
to save the former Mount
Nehob Synagogue, is con-
sidering a change in the
building to permit its use as
a theater or for shopping,
the New York Times re-
ported recently.
The commission has ac-
knowledged that the grant-
ing of landmark status to
the building on W. 79th St.
has been a hardship for the
owner. The building,
erected in 1928, was sold to
a group of Seventh-day Ad-
ventists in 1978. It is in a
state of ."nearly hopeless
disrepair," according to the
Times.
The landmarks panel
could also permit the razing
of the building, since, by
law, designation of a
structure cannot prevent an
owner from making a six
percent return on the in-
vestment.

Kohl Seeks
Better Relations
With Israel

NEW YORK (JTA) —
Chancellor Helmut Kohl of
West Germany, declaring
that he intends to
"strengthen and intensify"
his country's relations with
Israel, told a delegation of
American Jewish leaders at
a meeting here last week
"that I fully support the
Camp David peace process
and I have conveyed this
view to the American offi-
cials in Washington."
Kohl also pledged that he
would not recognize the
Palestine Liberation
Organization and said he
looked forward to visiting
Israel in his official capacity
next year.
