WASHINGTON — Sen.
Charles Percy (R-I11.),
chairman of the Senate
Foreign Relations Commit-
tee, has protested the im-
position of an education tax
on emigrants by the gov-
ernment of Romania.
Sen. Percy said that he

doubts that the U.S. Con-
gress will again renew Most
Favored Nation trade
status for Romania if its
government tries to recoup
the costs of educating its
citizens who ask to emi-
grate.

Percy also charged
Romania with harassing
Jews and ethnic minorities.

Unconstitutional

NEW YORK — Local
school boards that support
non-religious educational
programs in parochial
school are violating the con-
stitutional doctrine of
church-state separation, ac-
cording to the America
Jewish Congress.
The AJCongress has filed
an amici curiae brief on be-
half of itself, the Anti-
Defamation League of Bnai
Brith and The National Co-
alition for Public Education
and Religious Liberty, ask-
ing the U.S. Court of Appe-
als to uphold a federal dis-
trict court ruling prohibit-
ing two such "shared time"
programs in Grand Rapids.
