Begin testified when he appeared before the panel that he had not spoken to Eitan until late Saturday because he had spent the entire day at his synagogue for Rosh Hashana services. Zahcharin also con- tradicted earlier tes- timony by Brig. Gen. Amir Drori, commander of the northern sector, that he had first heard that Christian Phalangist units were to be allowed to enter the Sabra and Shatila camps on Wed- nesday, Sept. 15, a day after the assassination of Lebanon's President- Elect Bashir Gemayel, the Phalangist leader. According to the aide, Eitan received his orders for the Phalangist actions from Defense Minister Ariel Sharon at 8 p.m. Tuesday, Sept. 14, shortly after Gemayel's death was ascer- tained, and had transmitted them immediately to Gen. Drori. Two senior military offi- cers gave conflicting evi- dence to the commission last Thursday on the flow of information from army in- telligence to the Defense Minister's Office regarding the massacres. Col. Moshe Hevroni, assistant to mili- tary intelligence chief Gen. Yehoshua Sagui, said he briefed Sharon's office on Friday, Sept. 17. But Col. Reuven Guy, a member of the Defense Ministry's national security unit, supported earlier testimony by his superior, Avi Dudai, that he had no such report that Friday. Haddad Charges Conspiracy JERUSALEM (JTA) — Major Saad Haddad, self- appointed Christian leader of south Lebanon, charged Wednesday that allegations that his men participated in the Sabra and Shatila mas- sacre were a result of a con- spiracy between the Chris- tians and the Moslems in Beirut. Speaking before the in- quiry commission on the massacre, Haddad men- tioned former Premier Saeb Salam as a key figure in that conspiracy. "Salam and the local mufti (religious leader) gave a declaration in order to deceive public opinion. They said Major Haddad's troops (did it)." According to Haddad, Salam knew the identity of those responsible for the massacre, but covered them. Haddad said that resi- dents of the camp charged that his men were responsible be- cause all Lebanese forces wear the same uniforms (which come "from the same restaurant" in his words) and because they were in panic. Haddad repeated his ear- lier claims that under an agreement with IDF, his men did not cross the Awali River north of Sidon, and this order was kept fully. The story broke in the media Tuesday night in a report that was sent from New York by the Jewish Telegraphic Agency. The Labor Party flatly denied Frankel's report, but gov- ernment figures lashed out at the opposition for lack of patriotism. Frankel,' in a two-part series Monday and Tuesday wrote that "the govern- ment's opponents, in sum, are frail and timid" and "thus reduced to begging America to break Mr. Be- gin's political power, and it now advocates means that would have been unthink- able even a few weeks ago. The startling plea by many leading Israelis (is) that the United States reduce its economic aid to their na- tion." Frankel stated that Be- gin's opponents "acknowl- edge political weakness, which is mainly due to Mr. Begin's success in rallying the large, resentful com- munity of Middle Eastern Jews against the affluent or socialistic elites of Euro- pean origin." The opposi- tion, therefore, according to Frankel, wants the U.S. help them topple the Begin government.
