Israeli Arabs
Are Reported
as Missing
in Lebanon

JERUSALEM (JTA) —
Four Israeli Arabs who
went to Lebanon separately
to visit relatives In the past
three weeks have disap-
peared and there is no word
of their whereabouts, ac-
cording to unofficial reports
reaching here. One of them
is believed to be held by the
Lebanese army in Beirut.
The visits were permitted
for humanitahan reasons.
But the four apparently ex-
ceeded the limits of their
permits and may have
entered areas closed to Is-
raeli personnel.
The Israeli army recently
stepped up its searches in
west Beirut for people living
in Lebanon without legal
permits.

West German-
Israeli Relations
Are Improving

BONN (JTA) — West
Germany's relations with
Israel appear to have im-
proved significantly in the
five weeks that the new co-
alition government of
Chancellor Helmut Kohl
has been in office.
Israel's Ambassador to
Bonn, Yitzhak Ben-Ari,
said on a State Radio inter-
view that a large-scale
political and diplomatic
dialogue is under way be-
tween the two countries.
At the same time, the
Jewish Telegraphic Agency
learned that preparations
are being made to sign a 140
million Mark ($300 million)
loan for development proj-
ects in Israel despite recent
calls by some West German
politicians to suspend aid to
Israel because of its actions
