A U.S. walkout would
be the first step in the dis-
integration of the UN,
diplomats have been
warning. American dip-
lomats reiterated Tues-
day the U.S. decision to
walk out of the Assembly
if Israel were suspended.
A letter was circulated
Monday by 43 Moslem,
Communist bloc and Third
World countries. It con-
tained a nine-point "reser-
vation" over Israel's creden-
tials, charging, among
other things, Israel's "con-
sistent flouting" of UN reso-
lutions pertaining to the
Palestinians and the Middle
East.
Israel's Ambassador to
the UN, Yehuda Blum,
countered with a letter, also
addressed to General As-
sembly President Imre Hol-
lai of Hungary, denouncing
the Arab letters as "a
gratuitous and completely
unfounded attack" on the
credentials of the Israeli
delegation which "were
found in due form by the
Credentials Committee."
He called the Arab letter
"one manifestation of" their
"obsessive hatred of Israel."

UNITED NATIONS
(JTA) — The United Na-
tions Relief and Works
Agency (UNRWA), which
has been providing aid to
Palestinian refugees since
1950, confirmed Tuesday
that the Palestine Libera-
tion Organization used a
school run by the agency for
military training for 781
students over two years.
The charges were included
in a report issued by UN-
RWA.
According to the report,
the Sibilin Training Center,
a trade school near Beirut
run by UNRWA, allowed
armed PLO instructors to
live in the school facilities,
store arms in a basement
that was barred to UN em-
ployees and sent radio mes-
sages from it. They also
conducted military classes
for young men and women
studying trades.
The report noted that dip-
lomas were withheld from
vocational graduates until
they had served a year with
the PLO.
Stating that "the
agency is satisfied that its
training center in Sibilin
was misused," the report
said, "The center's prem-
ises were evidently used
to provide systematic
military training to the
center's students." It said
it was "an obvious viola-
tion of agency regula-
tions."
Continuing, the report
stated, "It was clear that for
around two years prior to
1982 a parallel program of
organized military training
by the PLO had been carried
out within the center's
premises which is totally
incompatible with the
agency's status and func-
tions."
The UNRWA report con-
firms charges Israel has
been making that PLO ter-
rorists tookover UN
facilities and used them for
military purposes.

West Bank Violence Erupts
TEL AVIV (JTA) — A
14-year-old Palestinian
resident of the Balata refu-
gee camp near Nablus was
fatally shot by an Israeli
who opened fire on a group
of youngsters stoning his
vehicle.
Another Arab youth was
wounded by an Israeli am-
bulance driver whose ve-
hicle was stoned while
transporting a sick Jewish
settler from the West Bank
to a hospital in Israel.
The incident marked the
worst flare-up of violence in
the territory in recent
weeks as enraged West
Bank Arabs observed the
40-day mourning period for
Palestinian civilians mas-
sacred in two west Beirut
refugee camps last month.
School children left
their classrooms, stoned
Israeli vehicles, burned
tires and flew Palestinian
flags from school build-
ings.
In a related development,
a Jewish settler in Kiryat
Arba, Zvi Segal, was stab-
bed in the back as he walked
through the Arab market in
Hebron. He also had his pis-
tol stolen in the attack.
Despite his wound, Segal
was able to reach the Mach-
pela Tomb and alert IDF
soldiers there. A curfew was
imposed on the area.
