El AI Board Recommends Dissolution of Israel's National Airline

and the dozen or so workers
committees representing
airline employees, reached
an impasse this week. His-
tadrut had agreed Monday
night to negotiate on the
basis of a 10-point "state-
,' ;

ment of principles" worked
out by the board of directors
and management. It was
promptly accused by the
workers of "surrender to
management dictation."
Groups of angry em-
ployees broke into the
offices of Histadrut Deputy
Director General Israel
Kessar, charging a "sell-
out." But only hours later,

after Sedan's announce-
ment, the workers commit-
tees said they were pre-
pared to negotiate on the
basis of the 10 principles.

Under those principles,
the airline management
would be the sole authority
in running the carrier. It
would establish salaries,

ious jobs and be in complete
charge of day-to-day opera-
tions. The workers would be
represented by a single
committee instead of the
multiplicity of committees
which hitherto represented
ground and flight person-
nel.
Those committees, acting
singly or together, had
called about 67 un-
authorized strikes against
El Al during the last 10
years, causing severe losses.
The management formula-
tion also called for dismissal
of about 1,000 of the air-
line's 5,000 employees.

Transport Minister Haim
Corfu said on Israel Radio
that even if the workers
agreed to accept manage-
ment's terms ; he would
recommend liquidation of
the airline when the
Cabinet meets this Sunday.
Ministry aides said there

was no way in which El Al
could be revived under goy-,
ernment ownership.
Some employee sources
charged that the govern-
ment had no intention of
reaching an agreement
with the workers because
Premier Menahem Begin
and his Likud-Herut al-
liance oppose state-owned
or "socialist" enterprises as
a matter of ideology.
They suggested that
Begin and • other Herut
leaders readily'agreed
the Agudat Israel demand
to suspend El Al flights on
the Sabbath, regardless of
economic losses, in order to
exascerbate worker--
management disputes,
leading to the shut-down
and possible sale of the air-
line to private
entrepreneurs, some of
whom are longtime Herut
supporters.
Meanwhile, aircraft de-

.

partures were delayed at
Ben-Gurion International
Airport on Tuesday and
Wednesday because of a
48-hour strike called by
civil aviation and airport
workers.
Some 600 of the 1,400
civil aviation employees
have been working on the
basis of court-issued back to
work orders.
The employees declared
their work stoppage to pro-
test what they claim is
foot-dragging on, the part of
the government in negotia-
tions on salary and con di-
tions of work.

NEW YORK — Former
Ugandan Dictator Idi Amin
is now leading a quiet,
somewhat subdued life in
Saudi Arabia, according to
Newsweek magazine.
The Saudi government
has provided Amin with a
spacious home in Jidda.
"My brothers the Saudis
want to look after me," he
says. "I am grateful."
Amin hasn't given up his
wild ways completely, the
magazine claims. When Is-
rael bombed Beirut last
summer, Amin reportedly
volunteered his entire fam-
ily — including his sixth
wife, Sarah, and his six-
year-old daughter — to
fight for the PLO.
