National Fund (JNF),
founded in the wake of the
Fifth Zionist Congress in
1901.
Ackerman also details
the JNF's activities in
vital land reclamation
and afforestation work
and ultimately successful
experiments in which
JNF scientists and for-
esters found the trees
which are best suited to
Israel's harsh climate
and difficult terrain.
While the deeds of the
pioneers make for inspired
reading, Ackerman offers
some of his most interesting
observations when he
writes of life under Turkish
and then British rule.
His accounts of high
rents, scarcity of water, un-
wieldy welfare systems, in-
flation, high interest rates,
and absentee landlords in
19th century Ottoman
Jerusalem would make the
harassed modern American
urbanite's ordeal seem milk
by comparison. But while
city planners in the U.S.
may tear their hair in frus-
tration, their late 19th cen-
tury Zionist counterparts
were spurred to positive ac-
tion.

tion (EFA), held recently at
the Hebrew University of
Jerusalem.

Cluster Bomb Still Shipped
NEW YORK (ZINS) —
The cluster bomb has been
shipped to Israel, despite
President Reagan's cutoff of
such weapons, CBS News
reported.
Cluster bombs made by
the Kisco Corp. of St. Louis
are still being sent to Israel,
according to CBS. The net-
work said that the bombs
were being shipped without
casing, but that Israel could
manufacture its own casing
and make the bombs opera-
tional.
