Five Michigan candidates
seeking election to Con-
gress next month com-
mented on President
Reagan's Middle East peace
plan and reiterated their
support for Israel at Cong.

field Monday night.
U.S. Sen. Donald Riegle
(D) and his opponent on the
November ballot, Phillip
Ruppe (R), joined 17th Con-
gressional District candi-
dates Sander Levon (D) and
Jerry Rosen (R) and 18th
District candidate Allen
Sipher (D) for the forum,
which was sponsored by
area Jewish organizations.
Riegle attacked the
President's peace plan as
ambiguous, saying the rela-
tionship between the
United States, Israel and
the Arab states laid out in
the proposals was not clear.
"The President's commit-
ment to Israeli security is
not set forth" in the plan,
according to Riegle.
Ruppe, while conced-
ing that the plan has
"holes and gaps," called
it a "chance to move
toward peace in the Mid-
dle East that should not
be ignored." Ruppe cited
the fact that the Reagan
plan does not call for a
Palestinian state but
does seek defensible and
recognizable borders for
Israel. The former Con-
gressman differed with
Reagan's stand on
Jerusalem, however, say-
ing that. the city should
remain united and be
recognized as the capital
of Israel.
Levin called the Israeli
invasion of Lebanon "neces-
sary and justified." He also
expressed pride in the reac-
tion of the Israeli people to
the Beirut massacre, prais-
ing the country's demo-
cratic policies of free speech
and a free press. Levin
thought the President's
peace plan contained come
promising ideas, but felt
that putting specific pro-
posals ahead of peace
negotiations would under-
mine the actual negotia-
tions.
Rosen was the only Re-
publican at the forum to op-
pose the Reagan plan. He
said the proposals would be
a good place to end up, but
not a good place to begin. By
giving the Arabs what they
want at the beginning,
Rosen feels it would be too
hard to get concessions from
