SETTLEMENT
I
I, Valerian Trifa, aka Viorel Trifa, on advice of counsel, execute the following
statement and binding commitment:
1. The allegations contained in Counts 2, 3 and 5 of the amended Order to Show
Cause filed by the Office of Special Investigations, Criminal Division, United States
Department of Justice, on August 4, 1982, are hereby admitted.
2. Those allegations being admitted, I concede deportability under the laws of the
Jnited States.
3. I consent to the entry of an order of deportation and I agree to depart the
Jnited States permanently under Section 242(g), Immigration and Nationality
I hereby waive any right to, or application for, discretionary relief; any
tppeal, whether administrative or judicial; any petition for habeas corpus, in-
unctive relief, asylum, or other collateral relief; any legislative action, whether
)y way of a private bill or otherwise; and any other procedure of any nature
thatsoever that would have the effect of reviewing or reopening the deportation
ction filed by the Office of Special Investigations, the contents of this document,
r the order(s) entered in this case.
4. I will depart the United States within 60 days after permission and necessary
•avel documents to enter any other country are received. In addition to the efforts of the
nited States Government, I will be free to make my own inquiries, either personally or
rough counsel, in this regard. Furthermore, I, authorize and direct my attorneys to
sclose upon request, to proper representatives of the United States Goverment, any
quiries, responses, or other actions that may be undertaken by me or on my behalf in
Lis respect.
5. I agree not to apply for re-entry into the United States.
6. The United States agrees that proceedings under all other counts of the Order to
low Cause are terminated.
7. I will appear personally before an immigration judge of the Immigration and
aturalization Service, in open court, to affirm this agreement and to answer any
Lestions asked of me by the immigration judge concerning it, and I instruct my attor-
!ys to do likewise upon request.
8. This statement is my free and voluntary act, taken upon advice of counsel.
Os settlement completely disposes of all the issues in this case. I have person-
ly reviewed this statement and have discussed it freely with my attorneys. I am
it now, nor. have I been, under duress or compulsion of any kind. I specifically

LS. Pursues Hunt for Nazi Criminals

Hundreds of accused Nazi collaborators, charged
th having participated in the mass murders of Jews and
n-Jews during the Nazi regime, will be tried and the
portation of a number of them will be on the agenda of the
Ipartment of Justice in the coming months.
Allan A. Ryan, the director of special investigations for
department's criminal division, gave his assurance
re last Friday, after he had reached an agreement with
attorneys for Romanian Orthodox Archbishop Valerian
ifa that he be deported and that the charge of his partici-
tion in the mass murders in Romania be dropped.
Ryan revealed that on the government list of early
)secutions are 12 Nazi collaborators who may be due for
portations and 13 others who are to have their
tudulently-secured citizenship revoked.
Ryan added that Trifa, through his attorneys, had
ked for elimination of the hearings that were held
re last week, in Federal Court, two weeks before the
mmencement of the open trial. But Ryan was em-
tatic: "It will be on my terms," he told the Trifa
presentatives, and those terms are recorded in the
fried statement reproduced on this page.
Trifa, however, posed as a saint, with the apparent
pport of members of his Romanian Orthodox Episcopate,
.. en he personally planned a press conference last Friday
morning in St. George's Romanian Church on Nine Mile in
Southfield. His sanctimonious claims that he ended his
fight against deportation in order to protect his church and
his denial of guilt was branded as "baloney" by Ryan and
U.S. trial attorney Kathleen Coleman.
Representatives of The Jewish News were denied ad-
mission to the press conference, ostensibly because the
paper is a weekly. The representatives were permitted to
sit in the church social hall with members of the congrega-
tion and hear the press conference over loud speakers.
Trifa told the •media, "This litigation against me has
actually been enlarged into something far more com-
prehensive — a trial of the ideological and political milieu
of Romanian history in the. pre-war years, nearly 50 years
ago.
"To that obvious purpose and direction, I have
been made a hostage of my own naturalization, forced
to act as a vehicle in the condemnation of my country
of origin; and, particularly of the Legionary Move-
ment of those years, and of the many fine men and
women who gave so much in their dedication to what
was then felt as the best solution to Romania's many
and complex difficulties. This I cannot and I will not
permit to continue."
He continued to profess his innocence to any
charges that he incited or participated in a pogrom
in Bucharest in 1941, and claimed that he
only gave up his fight against deportation because
of the financial drain on his parishoners for his
