Massacre Was 'Mistake' But Israel Not the 'Criminal'

In an interview from
Jerusalem on the WNBC-
TV "News Forum" program
in New York, Peres said he
was not accusing anyone of
malicious intent in the Be-
irut massacre. But he
differentiated between the
"purpose" of allowing the
Phalangist forces to enter
the camp in search of Pales-
tinian terrorists andithe re-
sulting tragedy.
Black civil rights leader
Bayard Rustin said that Is-
rael had fallen into a "very
ugly trap" when it entered
west Beirut, but that "Israel
does indeed bear a degree of
responsibility" for the mas-
sacre.
In an address to some
125 leaders of the United
Jewish Appeal women's
campaign advisory
board of Greater New
York, Rustin maintained
that the degree of re-
sponsibility is not be-
cause of any direct Israeli
involvement in the mas-
sacre, but because, when
Israeli forces moved into
west Beirut following the
assassination of
President-elect Bashir
Gemayel of Lebancin in
September, they took
upon themselves the re-
sponsibility to maintain
order and security for the
population.
Foreign Minister Yitzhak
Shamir of Israel said last
week that the massacre in
west Beirut "brought a
wave of shock, outrage and
revulsion in Israel." But, he
said, although the perpet-
rators of this crime are "well
known" and "they were not
Israelis," blind hatred and
false accusations were
leveled against Israel. He
described them as "outrage-
ous."

Admits Role
in Massacre
TEL AVIV (JTA) — A
Phalangist officer admitted'
on Israel Television Sunday
night that he had partici-
pated in the massacre of
Palestinians in the Sabra
and Shatila camps in Beirut
and said he planned to kill
more Palestinians.
The 24-year-old officer,
identified only as Michael,
said the Israelis could not
have stopped the slaughter
in the camps. "Nothing
could have stopped it. We
were determined to kill as
many of them as we could,"
he said.
He admitted to having
killed about 15 himself, ex-
plaining that "the Palesti-
nians devastated our coun-
try and tortured and mur-
dered our people for years!:
