Israel's position on the
withdrawal of "all foreign
forces" from Lebanon was
presented to U.S. special
envoy Morris Draper at a

meeting Tuesday with
Premier Menahem Begin
and Defense Minister Ariel
Sharon.
The Israelis are standing
firm in their demand that
the first step in the evacua-
tion must be the departure
of Palestine Liberation
Organization terrorists
from Tripoli in northern
Lebanon and the Bekaa
Valley in eastern Lebanon.
The PLO have concentrated
in those regions since the
main body of the PLO left
west Beirut last month.
Israeli forces will not be
withdrawn until the PLO
departure is completed,
Draper reportedly has been
told. The Israeli pull-out
will then take place in con-
junction with the with-
drawal of Syrian forces from
Lebanon, to be accom-
plished in stages over a
period of several weeks.
Israel also insists on di-
rect negotiations with the
`Lebanesegovernment to
ensure that the PLO will
not return to Lebanon. It
envisages a security belt
of about 45 kilometers (28
miles) depth north of the
Israeli border. Another

Arens made these re-
marks at the opening ses-
sion of the Zionist Organ-
ization of America's
two-day leadership con-
ference in Bethesda, Md.
The ambassador said that
in his discussions with the
Reagan Administration and
the State Department, he
had urged that the problem
of Lebanon be taken up first
and not combined with the
Palestinian problem. He
also stated that Israel was
"fortunate" in having
President Reagan in the
White House. He described
Reagan as "the best friend
Israel ever had. He cares for
Israel."
Ivan Novick, ZOA
president, said at. the same
session that Reaga' n's "good
intentions" regarding the
Middle East were not being
matched by "good deci-
sions," and that the
President was being influ-
enced by those in public life
who have tried in previous
years to sway American
support from Israel toward
the Arab states.
Novick charged that the
President's recent proposals
on the Middle East had
brought about a situation
where "America's best
friend in the Middle East,
Israel, feels compromised;

the Jewish community is
resentful of the efforts made
to divide us; and that the
Arabs who President Re-
agan considered to be mod-
erate have–responded with
platitudes but no action."
At the United Nations
last week, U.S. Secretary
of State George Shultz,
terming the Middle East
dispute the "most com-
plex of international con-
flicts," warned that
world peace cannot be
achieved unless and until
"this terrible regional
conflict is settled." He
called on all parties con-
cerned to accept
President Reagan's Mid-
dle East peace plan.
Shultz said that Israel's
just requirement for peace
with secure borders is in-
tertwined with fulfilling the
legitimate rights of the
Palestinian people.
"Of the nations in the
world which need and de-
serve peace, Israel surely
holds a pre-eminent place.
Of the peoples of the world
who need and deserve a
place with which they can
truly identify, the Palesti-
nian claim is undeniable,"
Shultz declared.

Shamir Criticizes France
in Meeting With Cheysson

south Lebanon.
Israel is opposed to the
continuation of the United
Nations Interim Force in
Lebanon (UNIFIL) in south
Lebanon or its replacement
by a multinational force.
The UNIFIL mandate ex-
pires in two weeks and is
subject to renewal by the
UN Security Council.
Foreign Minister Yitzhak
Shamir, speaking in New
York this week to the Con-
ference of Presidents of
Major American Jewish
Organizations, said that all
"foreign" forces in Lebanon
must withdraw simultane-
ously. He estimated that
there are 7,000 PLO ter-
rorists still in Lebanon.
Ambassador Moshe
Arens of Israel cautioned
that a free Lebanon cannot
be achieved if the United
States or Israel are at "cross
purposes." He said the first
condition for a peaceful
Lebanon which would be in
the Western camp was
"close coordination between
Israel and the United
States." He warned against
the impression being
created in some quarters
that Israel and the U.S.
were at "loggerheads."

NEW YORK (JTA) — Is-
raeli Foreign Minister Yit-
zhak Shamir met with
Foreign Minister Claude
Cheysson, of France for one
hour last week. Their
encounter, at the United
Nations Plaza Hotel, was
described later as "open and
cordial."
But according to a
spokesman for Shamir, the
Israeli Foreign Minister ac-
cused France of being more
negative toward Israel than
any other European nation,
demanded that it change its
policies toward Israel and
warned that pursuit of a
one-sided Middle East pol-
icy would, in the final
analysis, only harm French
interests. According to the
spokesman, Cheysson did
not reply directly to the
charges.
Cheysson was the first
foreign diplomat with
whom Shamir met at the
start of his three-week visit
to New York to attend the
current session of the UN
General Assembly.
His spokesman said the
Israeli Foreign Minister
spoke openly about Is-
rael's displeasure with
recent French Middle
Eastern policy, . espe-
cially as regards the
Lebanese crisis. Shamir
told Cheysson, the
spokesman said, that any
actions taken by France
in pursuit of its Middle
East policy without con-
sultation with Israel or
understanding of Israel's
positions were doomed to
failure. He said France's
negative attitude was
displayed when it was the
only Western European

country to vote in the Se-
curity Council for sanc-
tions against Israel dur-
ing the Lebanese war.

While the French dip-
lomat did not respiind di-
rectly to these and other
charges, he said that France
woudl not support radical
anti-Israel moves at the
UN, such as any attempt to
suspend Israel from the
world organization,
Shamir's spokesman said.
