Herman Suit Is Reinstated Victor Herman's $10 mil- lion court suit against the Ford Motor Co. for allegedly refusing to help him to leave Russia after completing a Ford job there in the 1930s has been reinstated a sec- ond time by a Michigan court. Herman went to the Soviet Union at age 16 to work at a Ford auto plant. Seven years later, in- 1938, he was charged with spying and exiled to Siberia for 28 years. Per capita, the Jewish state is the world's most heavily-armed nation and spends more proportinately on defense than any other country, including the superpowers, the analysts report. Last year, Israel's defense expenditure totaled $7.34 billion or $1,835 for every man, woman and child.
