vene its national leader-
ship conference from Sun-
day through Tuesday in
the Holiday Inn in

the United States Moshe
Arens will speak at the
opening session Sun-

Herman Suit
Is Reinstated

Victor Herman's $10 mil-
lion court suit against the
Ford Motor Co. for allegedly
refusing to help him to leave
Russia after completing a
Ford job there in the 1930s
has been reinstated a sec-
ond time by a Michigan
court.
Herman went to the
Soviet Union at age 16 to
work at a Ford auto plant.
Seven years later, in- 1938,
he was charged with spying
and exiled to Siberia for 28
years.
His suit against Ford was
first filed in 1976.

Israel Fourth in Military Power

LONDON (ZINS) — Is-
rael, with a population of
only four million, is the
fourth strongest military
power in the world after the'
U.S., the Soviet Union and
China, said analysts at the
International Institute for
Strategic Studies.
Per capita, the Jewish
state is the world's most
heavily-armed nation and
spends more proportinately
on defense than any other
country, including the
superpowers, the analysts
report. Last year, Israel's
defense expenditure totaled
$7.34 billion or $1,835 for
every man, woman and
child.
Israel is the only Middle
East country with its own
defense industry and builds
its own tanks, planes and
other weapons.
The institute, a center
