Stiff Penalties
for Using Illegal
Aliens Urged

NEW YORK — A recent
report by the American
Jewish Congress endorses
amnesty for "un-
documented" aliens but
calls for stepped-up penal-
ties for employers who hire
such illegal immigrants.
The report claims the
"massive influx" of un-
documented or illegal im-
migrants requires
enhanced control and regu-
lation of the immigration
process. It estimates there
are between four and six
million such aliens in the
U.S. ., a number that is be-
lieved to grow by 250,000 to
500,000 each year.

previous insistence that at
least some Israeli troops
remain at the Beirut Inter-
national Airport and Israeli
planes can use its runways,
with air controllers on duty
in the control tower.
The last Israeli soldiers
withdrew from the airport
at noon Wednesday and the
first of the 1,200 U.S.
Marines to be stationed in
Beirut arrived minutes
later by. helicopter.
Only Tuesday Chief of
Staff Lt. Gen. Rafael Eitan
had been saying that Israeli
troops would have to remain
at the airport until the last
Israeli troops were still in
position in the hilly areas of
the central sector and in the
Bekaa Valley of eastern
Lebanon.
Eitan's views were put
forward forcefully at a
meeting Tuesday morn-
ing with the northern
area commander and
U.S. special envoy Morris
Draper, which ended in
an apparent deadlock.
A later meeting was held
in Tel Aviv between De-
fense Minister Ariel Sha-
ron, Foreign Ministry
representatives and U.S.
Ambassador Samuel Lewis,
at which Lewis apparently
won the dispute and got Is-
rael's reluctant agreement
to pull out of both east and
west Beirut entirely.
The Lebanese govern-
ment announced that re-
pairs to the damaged run-
ways on the international
airport would be carried out
immediately and the air-
port was scheduled to be
opened for civilian flights
by noon Thursday.

The only Israelis remain-
ing in the Beirut area will
be a small party, stationed
at Baabde, the village to the
southeast of the capital
where the president has his
official residence.
The Israeli presence
will consist of a represen-
tative of the Foreign
Ministry, a representa-
tive of the army spokes-
man's office and a studio
office for the Israel
Broadcasting Authority,
radio and television.
Elsewhere in south Leba-
non, the army spokesman,
announced that eight de-
tainees at the Ansar pris-
oner of war camp for PLO
captives were wounded
Tuesday when prison
guards opened fire at riot-
ing detainees inside the
prison compound. The
wounded men were flown to
hospitals inside Israel.
The IDF has named a
senior officer to investigate
the riot.
The spokesman has an-
nounced that war materiel
captured in west Beirut dur-
ing the past week included
over 500 tons of ammuni-
tion, 23 tanks and armored
personnel carriers, some
200 vehicles and about 80
artillery pieces.
