Egypt's Ties to Arabs Are Growing Stronger

LONDON — A study by
the World Jewish Congress
finds that Egypt has sig-
nificantly strengthened its
relations with the Arab
world in the aftermath of
the Lebanon conflict.
Moreover, the report indi-
cates a clear Arab failure to
bring about Egypt's es-
trangement in the Arab
world noting that after
President Sadat embarked
upon his peace policy with
Israel, "measures taken to
ostracize and isolate Egypt
were never particularly ef-
fective."

Rebbe's Views

JERUSALEM (ZINS) —
Following is Premier
Menahem Begin's opinion
regarding the relationship
between the Lubavitcher
Rebbe and the state of Is-
rael:
"There is no doubt that
the Lubavitcher Rebbe
takes a positive view of the
Galut while we,, the
Zionists, negate it, even if
prosperity and freedom (in
the midst of bondage) is
granted to the Jews there.
"In the past I have tried
to get him to clarify his
position with regard to
his failure to visit Israel,
but when he answered,
"There are reasons,' I de-
sisted from further ques-
tions. Based on my ex-
perience, I can state that
there is no possibility of
changing his outlooks,
which includes both love
of the Jew and of the land
of Israel (from a dis-
tance). These are pro-
found virtues, the impor-
tance of which we must
recognize.
"In conclusion, therefore,
in my opinion, it is prefera-
ble to discontinue this con-
troversy." Premier Begin
expressed his opinion in a
letter to Rabbi Rabinowitz,
past chief rabbi of South Af-
rica, published in the
Jewish Harold:

the WJC. The report shows
that Egypt had never been
as far removed from the
Arab world as the official
Arab position indicates.
On the practical level,
economic sanctions imposed
by other Arab governments
against Egypt have been ec-
lipsed by more open eco-
nomic and financial rela-
tions. Egypt's Foreign Af-
fairs Minister, Butros
Ghali, is quoted as saying in
this connection that
"trans-national relations
have continued and even in-
creased (with the Arab
states) since 1978."
The rapproachement
with Arab states gained
further impetus with the
accession of Hosni
Mubarak to the
presidency. "By showing
himself to be his own

man, Mubarak gave the
Arab states who opposed
Sadat — but always"
claimed that they did not
oppose the Egyptian
people — an opportunity
to revise their policies
towards Egypt and in-
itiate a process which
would lead to rap-
prochement," the report
notes.
A key factor singled out in
this developing proces si
Mubarak's more conciliat-
ory policy towards internal
opposition elements, par-
ticularly Islamic fun-
damentalists, which has
given him greater credibil-
ity in Arab eyes.
Further, Arab weakness,
highlighted by the two
non-Arab states in the
region — Israel and Iran —
have underscored the cen-

trality of Egypt in the Arab
world since without her,
"attempts to respond collec-
tively to various crises have
produced little."
Commenting on future
prospects, the report
suggests that "close alliance
with Egypt — with its more
advanced military machine,
police and military training
facilities — would make
sense" to countries like Jor-
dan, Saudi Arabia, the Gulf
states and even Iraq. ,

Carvajal, Mexico's Minister
of Agrarian Reform, met
last week with leaders of
major American Jewish
organizations at the Ameri-
can Jewish Committee's
headquarters in New York,
to explain Mexico's current
financial difficulties and his
nation's program to counter
them.
Expanded tourism to
Mexico, the minister indi-
cated, would provide a most
valuable currency source,
and tourists would find
Mexico particularly attrac-
tive financially now, given
the current peso exchange
rate. , ,
Leaders of the Jewish
organizations, many of
which sponsor tourist pro-
grams, indicated their
interest and readiness to
make known to their mem-
berships the tourist oppor-
tunities that now exist.
