28 Friday, September 24, 19k THE DETROIT JEWISH NEWS IDF to Evacuate Beirut by Sunday; Describe Phalangist Actions TEL AVIV (JTA) — The areas of west Beirut still occupied by Israeli forces have been divided into five sections and the IDF will evacuate one each day so that it will be out of west Beirut by Sunday, hours be- fore the start of the Yom Kippur fast. The army is continuing its 'search of the areas for PLO arms and ammunition. What is not pulled back into Israel by Sunday will be marked and withdrawn la- ter. The material found is de- scribed as "astounding quantities." Meanwhile, Israeli papers continue with their investigative re- ports of events in the west Beirut refugee camps where hundreds of Pales- tinians were slaughtered by Phalangists last week. Their reports are at vali- ance with the description and timetable given by De- fense Minister Ariel Sharon to the Knesset on Wednes- day and indicated Israeli soldiers were • aware of the dangers and the murders before the time given by Sharon. Paratroopers who had been stationed outside the Sabra camp told newsmen they had fired hundreds of flares over the camps on Thursday night to light the area for the Phalangists, whom they believed were carrying out only search op- erations. By Friday morning, Is- raeli officers had an idea of what was going on inside the camps, from - refugees who managed to escape and from binocular reports. The local commander tried to get the Phanal- gist officers to halt the ac- tion but were told they could not control their men. The decision to postpone the conference was taken after telephone consulta- tions between Dulzin and Jewish leaders throughout the world, according to a WZO communique. "The main purpose of the conference was to focus world public opin- ion on the tragic situation of Soviet Jewry," the communique explained. "The success of the con- ference, in the short and longer range, depended on the right timing and the ability to secure full success." In view of world events, the timing of the confer- ence was wrong. "World public opinion is pre- sently occupied with events in Lebanon, in de- bates around President Reagan's new (Middle East) plan, and the nega- tive position of Arab countries, as it was ex- pressed in the Fez con- ference." The new date for the Third Brussels Conference has been set for not later than the spring 1983, the communique stated. The precise date will be decided at the presidium meeting. Dulzin stressed that the campaign on behalf of Soviet Jewry should con- tinue at a greater pace, to maintain the continuity of the efforts to help Soviet Jews. Feliks Meanwhile, of Kochubievsky, Novosibirsk, a veteran emigration activist, was ar- rested Sept. 12 and charged with "circulation of fabrica- tions known to be false which defame the Soviet sate and social system." The soldiers said news of the slaughter was known by early Friday morning, and the news was passed on to higher authorities at that time. In 1978, the U.S.-Israel air traffic agreement went into effect, permitting U.S. charter flights to Israel. According to Aviation Week and Space Technol- ogy magazine, much of the charter business has gone to Metro International Air- ways, the passenger sub- sidiary of Flying Tigers air- line.
