According to Jewish legend, "Three books are opened on Rosh Hashanah: one for the wholly righteous, one for the wholly wicked, and one for the intermediates. The wholly righteous are at once inscribed and sealed in the Book of Life; the wholly wicked are at once inscribed and sealed in the Book of Death; and the inter- mediates are suspended from Rosh Hashanah to Yom Kippur." However, even the most severe decree can be averted by repentance, acts of kindness and prayer. As the Jewish New Year commences, Jews throughout the world will begin a period of introspection and atonement and a reexamination of their per- sonal relationship with God. The stirring sound of the Shofar will echo in prayer services every- where, calling out to all of the Jewish Faith. R fziv...s4L Shamir: Israel Will Continue to Seek Peace Treaty With Lebanon Government TEL AVIV (JTA) — Foreign Minister Yitzhak Shamir said in a weekend radio interview that a for- mal peace treaty with Lebanon remained Israel's goal, because a formal act was required to end the over 30 years' state of bel- ligerencey between the two countries. "Normal relations be- tween countries usually start when there is a formal peace treaty between them, especially after such a long period of war," he said. Shamir said he did not know how long this would take "but it should be as soon as possible." The Foreign Minister said there was no intention of using force to obtain a peace treaty. "Peace should be reached by joint negotia- tions and agreement," Shamir said. There- were reports from Beirut over the weekend that President-elect Bashir Gemayel, who was assas- sinated Tuesday, had asked Israel not to press for a formal peace treaty, but to accept a de facto treaty by normalizing trade and commercial re- lations between the two countries. reportedly Gemayel YITZHAK SHAMIR pointed out that a formal treaty with Israel would generate adverse reactions from other Arab countries and isolate Lebanon from the Arab world. But Shamir contended that only a peace treaty, and not practical normal rela- tions of trade and tourism, could bring about the radi- cal change needed for both Lebanon and the Middle East. He said there was a direct connection between the spe- cial defense and security ar- rangements which Israel would require in a 40- kilometer belt in southern Lebanon along Israel's bor- ders, whether there was formal peace or not. Soviet Leader Backs PLO, Hits U.S. Support of Israel MOSCOW — Leonid I. Brezhnev has reaffirmed Soviet support for the Pales- tine Liberation Organiza- tion in a cablegram to PLO leader Yasir Arafat pub- lished by Tass, the Soviet press agency. The Soviet leader cautioned Arafat against what he described as Wash- ington's efforts to deny the Palestinians their own state. The cable was seen by Western experts as an at- tempt to steer Arafat away from President Reagan's proposals for a Middle East Friday, September 17, 1982 5 peace agreement. The message asserted Moscow's position, repeated throughout the Lebanon war, that the U.S. shared responsibility for the bloodshed by providing the Israelis with weapons and "political and diplomatic cover for the aggression." LONDON (JTA) — A blunt warning that the United States will not be de- terred from pursuing its latest Middle East plan by Israel's negative reaction to President Reagan's pro- posals was made here by U.S. Defense Secretary Caspar Weinberger. One of the differences be- tween this and previous Administrations was that "we will not turn and run," he told an interviewer in the London Times. "We will not say: '0 dear, Mr. Begin doesn't like it, we can't proceed with it,' or anything of the kind." The President, Weinberger stated, "does not operate that way. He had devoted a great deal of time and thought and effort to de- veloping this initiative." The Reagan plan, Weinberger continued, offered "one of the best hopes for peace" in the Middle East in recent years. "When I was in Israel I expressed the disappoint- ment that I think we all feel that Mr. Begin after an hour or half-an-hour, or what- ever it was, of consideration with his Cabinet flatly re- jected it and then within a few days started action that seemed to be designed to emphasize their opposition and contempt for this at- tempt to bring peace." Weinberger said that de- spite Premier Menahem Begin's reaction, the U.S. cannot say "That's the end of it. I think we have to con- tinue to do what we're try- ing to do, to demonstrate to all countries involved, in- cluding Israel, that it's very much in their interest and advantage."
